Job Description: Maryland Environmental Service has an opening for a Lead Environmental Specialist/Safety Officer to join the Environmental Operations Group at the Montgomery County Yard Trim Compost Facility located in Dickerson, MD. This position monitors compliance of environmental operation, construction and monitoring activities with Federal, State and local permit and regulatory requirements. Provides environmental documentation, various environmental inspection and field services, as well as permitting and technical services. Writes technical reports, scopes of work, proposals and budgets. Interacts with clients, contractors, vendors and regulatory officials. Coordinates and manages subcontracted work. Develops and delivers presentations to clients, regulatory/stakeholder groups and citizens. Provides project management support. Monitors on-site work being performed by staff and subcontractors. This position provides health and safety support for the assigned project, site and/or staff by ensuring that all work is being conducted in a safe manner and in compliance with the Health and Safety Plan (HASP) and overall MES Safety requirements. Coordinates and tracks safety related/required training with MES Safety and work team members. Assists with correct and accurate completion of incident reports and vehicle accident and injury reports and ensures all accidents and injuries are reported to the MES Safety team and supervisors as soon as possible. Ensures that all work team members are familiar with the procedures for emergency evacuation, regularly reviews emergency procedures and evacuation map and plans with staff, and completes or assists with annual fire drills. Conducts or assists Facility Managers with regular safety meetings for work team members appropriate to the work tasks and site conditions. Conducts regular site safety inspections, alerts work team members of any potential unsafe work conditions, and assists team with guidance to correct. Authorizes personnel to stop work upon determination that an imminent safety hazard, emergency situation, or other potentially dangerous situation exists. Provides initial safety briefings to familiarize site personnel, contractors and visitors with the overall site conditions, hazards, and reviews the contents of the HASP specifically with regards to safe conduct of work. Coordinates, tracks and provides Safety Tailgate and Kicksheet reviews for work team members. Provides follow up corrective actions from accident review meeting incidents. Develops and submits Job Hazard Analyses (JHA)s for new work and provide regular reviews of JHAs for appropriate work conditions. Performs safety and safety-related inspections. Updates chemical lists, maintains chemical inventories and updates Safety Data Sheet (SDS) binders. Ensures required federal and state postings are current in communal areas where work team has access to information. Attends Bi-Monthly Safety Meetings, provides feedback to Safety team, and trains and communicates monthly Safety topics and Occupational Safety and Health Administration (OSHA), Maryland Occupational Safety and Health (MOSH), and MES practices and procedures with work team members. Performs other work related duties as assigned. May manage supervisory and/or non-supervisory employees. Assignment to some locations may require two years of supervising environmental professional and technical staff. Note: Applicants may substitute an applicable advanced education degree for up to two years of experience. Must have a valid driver's license with less than 5 points.
