SHR – Software Hardware Re-engineered SHR Consulting Group, LLC is a small business specializing in federal IT services across the Department of Defense, Department of Homeland Security, and civilian agencies. SHR holds a Top Secret facility clearance and maintains certifications including CMMC Level 2, ISO 9001, ISO 20000, ISO 27001, and CMMI DEV/SVC Maturity Level 3. Contract vehicles include GSA STARS III, OASIS+, and a $300M DISA Platform and Core Services BPA. SHR’s technical focus areas include enterprise IT, engineering, platform operations, cybersecurity engineering and compliance, AI/ML, emerging technologies, and cloud infrastructure across DoD and FedRAMP environments. We are rapidly growing, and as part of our pursuit of new opportunities, we are seeking a Lead Human-Centered Design (HCD) and UX Specialist to serve as a proposed Key Personnel for an upcoming bid, to provide technical leadership for Human-Centered Design (HCD), Customer Experience (CX), User Experience (UX), service design, accessibility, and digital modernization initiatives supporting enterprise IT solutions across the Department of Justice. This position is CONTINGENT UPON CONTRACT AWARD. Candidates selected for consideration must be willing to authorize the submission of their resume and qualifications in support of our proposal response. To be considered, you must have an existing Public Trust (DoJ, preferable) or possess a higher DoD clearance. Key Requirements: • Plan and conduct customer research, stakeholder and end-user interviews, workflow validation, and identification of pain points and bottlenecks. • Develop customer types, goals, personas, journey maps, service blueprints, workflow maps, and research-based recommendations. • Apply HCD and customer-experience practices to business process reengineering, requirements, solution design, product development, and service improvement. • Design accessible, branded, consistent, responsive and mobile-first interfaces; establish reusable components, styling, and design systems. • Conduct ongoing usability testing with representative users, document scenarios and findings, analyze task success and user effort, and prioritize improvements. • Address Section 508 and WCAG requirements through automated and manual testing, remediation, accessible documentation, and accommodation of users with disabilities. • Develop customer feedback and operational service-delivery measures, change/adoption communications, training, and stakeholder-management plans. Key Qualifications: • Bachelor's degree and a minimum of 5 years of demonstrated, relevant experience in a similar role supporting a federal civilian or defense agency. • Federal customer research and HCD leadership for enterprise applications or services experience. • Portfolio examples covering research, personas/journeys, service blueprints, prototypes, usability testing, accessibility, design systems, and adoption. • Strong Microsoft Power Platform/Dynamics 365 user experience and low-code product-design experience. • Understanding of Section 508/WCAG expertise and, ideally, Certified Trusted Tester credentials or direct collaboration with certified testers. • Extensive experience with customer outcomes such as adoption, task completion, satisfaction, accessibility defects, support volume, or time-on-task improvements. • U.S. Citizenship and an existing Public Trust; ability to obtain EOD. • HCD certifications highly preferred.
