The Lead, Health Policy will be an integral member of the Emerging Guidelines and Programs (EGP) team playing an essential role working on emerging and health equity-focused programs and policies, including leading the development of recommendations to inform evidence-based policies on gender-affirming care. The Lead, Health Policy will also support the day to day work of clinical and scientific leadership.

Here is what you will be doing:

  • Monitor, collate and synthesize information on evidence, trends and best practices to facilitate planning and decision making
  • Develop needs assessments, jurisdictional scans, briefing notes, readiness assessments, options analyses and impact assessments to create program policies and guidance
  • Prepare reports, briefings, policy papers, briefing/issue notes, and presentations for a variety of audiences
  • Support the Clinical Lead, Gender-Affirming Care and other clinical and scientific leads and external consultants who provide oversight and thought leadership for the programs (examples include developing materials for lead presentations and obtaining expert input to support decision making)
  • Lead program initiatives and operational activities including planning objectives, developing workback schedules, prioritizing activities, developing deliverables and providing support and guidance for team members
  • Work with other members of the EGP team developing evidence products (e.g. modelling, evidence reviews) to inform policy recommendations and program design
  • Support both internal working groups and external provincial and international expert panels and advisory committees involved in policy development, program design and program operations
  • Develop and present material using excellent written, verbal, and graphical communications skills, with ability to express complex concepts effectively to a variety of audiences
  • Deliver excellent tactical and critical strategic thinking
  • Approach problems proactively and recommend thorough and practical solutions to a wide range of complex problems
  • Provide management and external partners with status updates, feedback and appropriate reporting on projects
  • Manage multiple projects concurrently
  • Promote collaboration and teamwork including working for consensus and contributing to achievement of team/group goals
  • Act as representative for the program to both internal and external partners, as appropriate

Here is what you will need to be successful:

Education and Experience

  • A master’s degree in public health, health sciences, health administration or a related field
  • Minimum of 5 years of related work experience
  • Experience synthesizing scientific research

Key Competencies

  • Knowledge of frameworks for evidence review and evaluation and policy development
  • A strong understanding of Ontario’s health care system
  • Demonstrated knowledge of health equity, Indigenous cultural safety, anti-racism and anti-oppression practice
  • Expertise in policy development and development of clinical programs including critically appraising literature, conducting jurisdictional scans and options analyses as well as translating evidence to clinical guidance and to the design of clinical programs
  • Knowledge of research methods and program evaluation is an asset
  • Experience working with clinical experts and health care administrators is an asset
  • Demonstrated ability to successfully execute on multiple large-scale, complex, high-risk projects, ideally within a cross-functional structure
  • Proven ability to analyze and interpret complex information, problem solve and provide thorough and practical solutions to a wide range of complex problems and approach challenges proactively
  • Excellent communication skills including ability to deliver presentations and write documents (e.g., briefing notes, reports, presentations) that present complex concepts effectively and promote decision-making to different audiences
  • Strong relationship building skills, with demonstrated experience engaging and building relationships and consensus amongst diverse partners
  • Detail-oriented with excellent organization and time management skills
  • Systems thinker with excellent critical and strategic thinking skills as well as strong attention to detail
  • Demonstrated ability to work independently in a self-directed manner with minimal supervision as well as work well in a team environment, ideally in a cross-functional, matrix structure
  • Ability to work well under pressure and use good judgment in assessing difficult situations
  • Comfortable working in a dynamic fast-paced environment with a degree of uncertainty or ambiguity
