QUALIFICATIONS

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

UNDERGRADUATE AND GRADUATE EDUCATION:

Major study - Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in health care administration. Or,

Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Or,

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he/she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual’s progress and appropriate adjustment of the training program.

Minimum Qualification Requirement in addition to Individual Occupational Requirement:

  • Specialized Experience: Examples of specialized experience would typically include, but are not limited to: Assigning, monitoring, and reviewing the work performed by subordinate team members. Researches, learns, and applies a wide range of qualitative and quantitative methods. Identify, analyze and improve team effectiveness and efficiency. Participates in the development, execution, evaluation, and oversight of the work performed by the office specialists. Applying organizational and systemwide strategies for continuous quality improvement related to C&P processes and procedures. Performs internal reviews and audits of current systems and policies. Utilizes evaluation results to make suggestions and improve organization/program performance. Receives and reviews VetPro reports detecting problem areas requiring further investigation. Serves as lead specialist over a group of C&P Specialists. Or,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Or,
  • Combination of Experience & Education: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities

Include but not limited to:

  • Performs a variety of C&P duties in an extremely complex VAMC or HCS environment which is constantly evolving.
  • A subject matter expert to providers and service chiefs regarding routine and complex matters related to C&Pincluding provider competence for the ongoing provider practice evaluation and focused provider practice evaluation.
  • Assisting the manager with outlining the VAMC C&P Program goals and objectives and identifies risks.
  • Ensures training and education, and completes second level reviews as appropriate.
  • Provides advice on work methods, practices, and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution.
  • Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects.
  • Coordinates the preparation, presentation, and communication of work-related information to the supervisor.
  • Maintains reference materials, project files and relevant background documents and makes available policies, procedures, and written instructions from the C&P manager.
  • Assists in developing approaches to correctproblems or other adverse trends.
