The Head HSE Officer will be responsible for leading the Health, Safety, and Environmental (HSE) efforts within the organization, ensuring a safe and healthy work environment for all employees, subcontractors, and stakeholders. The role focuses on implementing and managing safety protocols, compliance with relevant laws and regulations, and promoting a culture of safety within the piling and foundation contracting operations.
Responsibilities:
- Conduct regular risk assessments and safety audits on-site to identify hazards and assess potential risks.
- Prepare and implement corrective actions based on audit findings and risk assessments.
- Design and deliver safety training programs for all employees, including site personnel, subcontractors, and management.
- Ensure that all workers are fully informed and compliant with the company’s safety standards and relevant regulations.
- Investigate accidents, incidents, near misses, and unsafe practices to determine root causes.
- Prepare detailed reports and recommend corrective actions to prevent future occurrences.
- Maintain a thorough understanding of relevant HSE regulations and ensure compliance with local laws, national standards, and industry regulations.
- Maintain accurate records of safety inspections, certifications, training, and incident reports.
- Monitor and report on safety performance metrics, trends, and KPIs (Key Performance Indicators).
- Implement continuous improvements to enhance safety culture, performance, and procedures.
- Oversee daily site operations, ensuring that proper safety equipment and PPE (Personal Protective Equipment) are used at all times.
- Provide ongoing support to supervisors and employees to address safety concerns and implement safety solutions.
- Develop, implement, and periodically review emergency response and evacuation procedures.
- Lead the response in case of incidents and coordinate with emergency services if necessary.
- Monitor environmental risks associated with piling and foundation activities.
- Ensure that operations follow sustainability practices and minimize the environmental impact of activities (e.g., managing waste, controlling pollution).
- Maintain effective communication with clients, regulatory bodies, and other stakeholders regarding HSE-related matters.
- Support project teams to ensure safe and efficient project execution.
Skills & Qualifications:
- Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Civil Engineering, or a related field.
- HSE certifications (e.g., NEBOSH, IOSH, OSHA) are preferred.
- Minimum of 5 years’ experience in HSE management in the construction industry, preferably within piling, foundation work, or heavy civil engineering.
- In-depth knowledge of safety regulations and standards related to piling and foundation works.
- Strong leadership, communication, and interpersonal skills.
- Excellent analytical, problem-solving, and decision-making abilities.
- Proficient in safety management software, MS Office Suite, and HSE reporting tools.
- Ability to conduct training sessions and present safety material effectively.
- In-depth understanding of risk management principles.
- Ability to work under pressure and handle emergency situations calmly and effectively.
- Strong attention to detail and a proactive approach to safety management.
- Fluency in English is required, and knowledge of Arabic is an advantage.
