JOB SUMMARY

This position is responsible for designing and implementing comprehensive learning strategies and curriculum content for MNsure staff and key external partners—including certified assisters, health insurance carriers, and contractors. The Instructional Designer assesses training needs across diverse roles and audiences to develop and execute a total training plan that supports a highly complex, evolving, technology-driven system.

Key responsibilities include:

  • Developing and maintaining curriculum aligned with state and federal regulations
  • Collaborating with state agencies and vendors to define learning objectives
  • Designing evaluation strategies to measure training effectiveness and improve user experience
  • Ensuring training programs support the delivery of high-quality service to the hundreds of thousands of Minnesotans who rely on MNsure for health insurance access

This role plays a critical part in ensuring MNsure’s workforce and partners are equipped with the knowledge and tools needed to navigate a dynamic health care landscape.

MINIMUM QUALIFICATIONS

  • Three (3) years of career experience designing and delivering training programs for adult learners, preferably in a complex or regulated environment
  • Proficiency with eLearning authoring tools (Adobe Captivate preferred) and Learning Management Systems (Pathlore/Cornerstone preferred)
  • Experience conducting reviews of curriculum to ensure the quality, accuracy, and reliability of the learning content and other deliverables
  • Strong understanding of instructional design methodologies (e.g., ADDIE, SAM, Bloom’s Taxonomy)
  • Experience conducting needs assessments and developing curriculum for diverse audiences
  • Excellent written and verbal communication skills, with the ability to translate complex information into accessible learning materials
  • Ability to manage multiple projects and collaborate with cross-functional teams, including vendors and government agencies
  • Knowledge of health care systems, public programs, or government regulations is highly desirable
    A bachelor’s degree in Instructional Design, Education, Communications, Organizational Development, or a related field may substitute for one (1) year of career experience.

PREFERRED QUALIFICATIONS

  • Master’s degree in Instructional Design, Education, Communications, Organizational Development, or a related field
  • Experience developing and maintaining curriculum that is compliant with state and federal statutes and regulations
  • Experience with establishing governance protocols and best practices to ensure consistent execution of instructional design strategy across multiple different areas and teams
  • Skilled in public speaking and presentations sufficient to deliver superior learning experiences and presentations to internal and external stakeholders
  • Variety of experiences working effectively with others from different backgrounds and cultures
  • Familiarity with accessibility standards (e.g., WCAG, Section 508)
  • Data-driven approach to evaluating training effectiveness
