JOB DETAILS

Fife Council’s Legal Service is seeking to appoint a dedicated and motivated Lead Officer (Miscellaneous Licensing) to manage and supervise our dynamic team that provide the administrative support to the council in the provision of the Civic Government licensing function. This role is crucial in ensuring the effective management and enforcement of these activities within the council and coordination of the business of the Regulation and Licensing Committee.
You will oversee the administration and enforcement of Miscellaneous Licensing activities, including but not limited to street trading, taxi regulation, public entertainment and animal welfare. Ensure compliance with the relevant legislation and council governance. Conduct inspections and investigations related to such licensing matters. Provide expert advice and guidance to applicants, license holders and associated stakeholders. Be customer focused. Prepare reports and present findings to senior management and committees within the council. Collaborate with other council services and external agencies to ensure a coordinated approach to licensing, and, manage and further develop the existing team of licensing staff.
You will clerk the Regulation and Licensing Committee meetings, provide procedural advice as appropriate in relation to the council’s governance and statutory requirements of the licensing legislation, and, be responsible for the issuing of agendas and finalisation of the committee minutes.
You will ensure that the team members discharge their duties in accordance with council and service policies and procedures, plan and allocate resources to meet daily workloads and reallocate in response to contingencies as they arise. Ensure team members are appropriately deployed, equipped and supervised, providing leadership and direction. You will be responsible for all aspects of employee management including maintaining attendance management, administration of annual leave and monitoring and maintaining standards of conduct.
