POSITION SUMMARY

The Lead Payroll Specialist assists the Chief Financial Officer in the management of finance operations, specifically overseeing and coordinating all aspects of payroll within the District. This position is responsible for managing daily payroll transactions, ensuring compliance with state and federal regulations, and assisting with the development and dissemination of fiscal procedures to promote efficiencies and excellent customer service for the District.

  • Ability to exercise some independent judgment while adhering to prescribed policies and procedures and perform the essential functions of the position with minimal supervision.
  • Ability to work effectively, interact, and respond to people with diverse cultures, backgrounds, and languages.
  • Ability to establish and maintain effective professional relationships and work in partnership with supervisors, other staff, students, and the general public.
  • Ability to demonstrate professionalism in dress, speech and manner appropriate to the assignment and work setting.
  • Skill in the use of designated software for documents, spreadsheets, presentations, and databases.
  • Knowledge of general office procedures and the ability to maintain accurate and reliable records and data.
  • Ability to follow district policies and procedures at all times.

MINIMUM QUALIFICATIONS

  • A minimum of a high school diploma with additional college work or technical education pertinent to the position, and three years of progressively responsible experience in an accounting and/or payroll-related position, preferably in governmental fund accounting or payroll. (Any combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the duties and responsibilities of the position may be considered High School Diploma or equivalent.)
  • Knowledge of laws, rules, procedures and policies related to expenditure and accounting for school funds.
  • Strong oral and written communication skills.
  • Must be able to speak clearly and concisely, using proper English when communicating.
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
  • Successful completion of criminal history records check, as required by law.

PREFERRED QUALIFICATIONS

  • Associate’s or Bachelor’s degree in Accounting, Business Administration, or a related fiscal field.
  • Bilingual Spanish/English.
  • Lead worker or supervisory experience preferred.
  • Strong lens on educational equity and serving the needs of diverse students.
    This position is 1.0 FTE; 260 days per year.

Responsibilities
  • Direct and assist with the monthly payroll processing cycle, coordinating with Human Resources and other payroll staff.
  • Accurately calculate and disburse all employee payments and benefits.
  • Ensure compliance with all state and federal payroll reporting requirements, including tax payments, quarterly reports, and all deduction types.
  • Prepare all required payroll-related tax forms and reports.
  • Manage and update payroll files and maintain appropriate payroll records, including individual employee data and approved withholdings/deductions.
  • Track and report employee leave accrual and use in accordance with federal, state, and negotiated agreements.
  • Lead in-service training, attend staff meetings and other meetings as assigned.
  • Reconcile deductions and create W-2’s for year end processing.
  • Maintain, develop, and provide information for labor negotiations.
  • Submit annual data to state and federal agencies.
  • Maintain proper account structure for salary and fringe payments and reconcile all payroll functions, verifying computations and accounting system postings.
  • Inform employees of significant changes in federal, state, and retirement/FICA contributions.
  • Process Workers’ Compensation claims and employee sick leave preferences, assisting Human Resources as needed.
  • Generate and distribute monthly withholdings (annuities, dues, etc.) to agencies and approved vendors.
  • Process and verify unemployment claims and reports.
  • Organize payroll activities to meet deadlines and ensure readily available supporting data and reports.
  • Prepare payroll vouchers and documents for processing.
  • Maintain the privacy of School District transactions.
  • Perform other related duties, including exit interviews and special payrolls as directed by supervisor.
