Please visit our website: www.turnerandtownsend.com Job Description EPCI Cost Estimation Lead the preparation of detailed cost estimates based on 30–70% project definition. Ensure estimates reflect the latest engineering deliverables, vendor data, and construction methodologies. Cost Breakdown & Work Breakdown Structures Develop and maintain a structured Cost Breakdown Structure (CBS) aligned with International coding and reporting systems. Integrate CBS with the Work Breakdown Structure (WBS) to ensure traceability and consistency across all cost elements. Benchmarking & Market Analysis Conduct benchmarking using historical data and industry standards. Analyze market trends, vendor pricing, and regional cost factors, particularly for Indonesia and Southeast Asia. Risk & Contingency Analysis Identify cost-related risks and uncertainties. Recommend appropriate contingency allowances and escalation factors in line with AACE guidelines. Coordination with Client Engineering & Procurement Collaborate with engineering and procurement teams to validate quantities, specifications, and vendor quotations. Ensure alignment between technical scope and cost assumptions. Scenario & Sensitivity Analysis Perform cost impact assessments for various project scenarios, including schedule delays, scope changes, and inflation. Reporting & Documentation Prepare detailed cost reports, variance analyses, and executive summaries for internal and client review. Ensure all cost data, assumptions, and methodologies are well-documented and auditable. Support for Final Investment Decision (FID) Provide validated cost estimates and supporting documentation to facilitate Client, cost base line, cost plan and FID's process. Team Leadership & Quality Assurance Supervise and mentor junior estimators and analysts. Ensure quality control and consistency across all cost deliverables. Qualifications Degree in Quantity Surveying, Engineering or Construction Management (a combination of other degrees coupled with adequate experience will also be considered).Bachelor’s Degree in Engineering, Construction Management, Quantity Surveying, or a related field (MEP or CSA) Professional Certification (preferred): AACE Certified Estimating Professional (CEP), RICS Chartered Cost Manager,PMP or equivalent project management certification 15+ years of experience in cost estimation for oil & gas, LNG, or infrastructure projects. Proven experience in EPCI project environments and Class II or Class III estimates. Proficient in developing detailed cost estimates for all disciplines: civil, structural, mechanical, piping, electrical, instrumentation. Strong knowledge of cost breakdown structures (CBS) and work breakdown structures (WBS). Familiarity with regional and global cost databases and Ability to benchmark Experience in identifying cost risks and applying appropriate contingency and escalation factors. Strong analytical thinking and attention to detail, Capable of preparing clear, concise cost reports and executive summaries. Excellent communication skills for interfacing with clients, engineers, and procurement teams, Ability to lead and mentor junior estimators and coordinate with multidisciplinary teams, Understanding of Indonesian regulatory frameworks (e.g., SKK Migas, MINERBA) and Familiarity with EPCI contract structures and commercial terms.
