POSITION OVERVIEW

Lead/Senior Safety & Loss Prevention (SLP) engineer performs a role that establishes the fundamentals to protect person/asset/environment during project execution period by identifying and analysis of various hazards from diverse offshore projects and by providing optimized solutions throughout project phases (pre-FEED, FEED, and Detailed Engineering).
Lead/Senior SLP engineers are also responsible for developing, implementing, and maintaining safety and loss prevention strategies to ensure the highest levels of safety and compliance with regulatory requirements. This role requires a thorough understanding of offshore operations, risk management, and safety protocols to minimize risks and ensure the wellbeing of personnel, equipment, and the environment.
This position involves identifying and evaluating hazards, developing mitigation strategies, and ensuring compliance with safety regulations and client HSE requirements in offshore oil & gas projects.

REQUIREMENTS:

  • Minimum Bachelor Degree or Master Degree in safety engineering, chemical engineering, mechanical engineering, or a related field.
  • Minimum 10 - 15 years experience in the offshore or onshore oil and gas industry.

  • Minimum consecutive 5 - 7 years experience at top-tier FPSO contractor or Offshore/Onshore EPC contractor (minimum 5 - 7 years working experience in the same contractor).

  • Minimum 1 FPSO EPCI Project experience from the begining of project (engineering) until the sail-away to site or delivery of FPSO.

  • Minimum 1 FPSO FEED/EPCI Project experience as a Project Lead - Process Safety including FPSO Conceptual / Feasibility Studies.

  • Hands-on experience of Technical Safety Studies (HAZID, HAZOP, SIL, Consequence Modeling, QRA).

  • Hands-on Commissioning, Operation and Maintenance experience is value-added.
  • Versed with Process Engineering Tool such as Phast, Safeti, MAROS or equivalent and ability to interpret result of process safety studies and RAM study.

  • Extensive knowledge of offshore safety regulations, standards, and best practices - as well as an understanding of scientific methods of problem-solving.

  • Very strong leadership skills with ability to manage multiple priorities.

  • Strong analytical and problem-solving skills.
  • Ability to work effectively independently and as part of a multidisciplinary team, with strong attention to detail and accuracy. ability to manage multiple priorities.
  • Ability to work with and to communicate effectively with co-workers, vendors, clients and manage multiple priorities.
  • Fluent in English, with strong oral and written communication skills.

Responsibilities

Corporate, General

  • Develop Corporate Technical Standards and Procedures for Process Safety such as Process Safety Design Philosophy etc.
  • Develop Engineering Workflow and Engineering Platform
  • Assist Head of Discipline to manage corporate organization
  • Update and Maintain EPCI and O & M Phase Lesson Learnt database

Proposal/Pre-award Phase

  • Conduct Conceptual/Feesibility Study to propose the optimum & conpetitive technical solution.
  • Ensure all engineering documents are prepared and developed in accordance with relevant design code, standard and client’s project specification.
  • Provide engineering expertise and support to form the optimum and competitive proposals
  • Organize Risk Assessment
  • Provide engineering review and support for bid proposal including estimate of manhour and cost.

Feasibility Study/Pre-FEED/FEED/EPCI Phase Phase

  • Take a Project Discipline Lead role to manage projects
  • Become a focal point for Process Safety Discipline in Project Team and Communicate with Clients
  • Raise Technical Queries towards the clinent’s project documents, Design basis to ensure all scope of works and design basis are clarified.
  • Manage interface with all relevant discipline to get necessary information for process engineering or to provide data to other discipline for their engineering

  • Manage Project Discipline Team (Process Safety) - manning and schedule control

  • Mentor junior or less-experienced process engineers

  • Attend project meeting internally and externally (with clients, third party, sub-contractor) and generate MOM
  • Report Area of Concerns, Progress and Plan to Project management team and Corporate Head of Discipline
  • Ensure Compliance with regulatory requirements
  • Develop Project Design Philosophies, Standards, Procedure
  • Conduct feasibility studies, Pre-FEED, FEED, FEED Verification (Inceptionof EPCI Phase) and EPCI phase Engineering (Basic Engineering).
  • Prepare reports, documents, and drawings based on input data from multiple disciplines, and management/review/coordination of specialized/expert consult company and their deliverables.
  • Actively coordinate among several interface parties including Buyer to procced smoothly the design HSE works.
  • Responsible for planning and execution of technical safety related engineering activities in projects.
  • Multidiscipline collaboration internally and with clients.’
  • Act as focal point for technical safety related questions/issues and establish a good professional relationship between clients and stakeholders.
  • Support the preparation, review, and development of safety engineering documentation to ensure safety in design of offshore oil & gas facilities.
  • Support the development of risk management, ensuring that all design aspects are justified, and the risk reduce to as low as reasonably practicable (ALARP).
  • Provide safety engineering guidance and support to other disciplines, ensuring assurance of technical safety aspects in design.
  • Ensure major hazards are identified, adequately assessed, evaluated, and managed in accordance with relevant statutory, client and project specifications.
  • Develop safety philosophies, specifications, terms of references and scope of work for specific safety engineering.
  • Ensure development of functional design solutions and safety systems and barriers according to relevant regulations and design standards.
  • Gather necessary information and provide input to safety studies.
  • Use appropriate software for analyses, calculations, and design aids. (e.g. PHAST)
  • Organize, participate, and facilitate the safety workshops. (e.g. HAZID, HAZOP, SIL, 3D model review, working environment/HF reviews, etc.)
  • Review and approve the formal safety assessment studies and incorporate the findings into the design. (e.g. FRA, ERA, EERA, dropped object study, ship collision study, SCE, PS, QRA, etc.)
  • Supervising 3rd party specialists/consultants in executing various safety studies.
  • Identify changes in regulatory requirements and advise relevant disciplines of requirements to comply.
  • Drive initiatives to enhance safety performance through engineering innovations and improvements.
  • Develop layouts, calculations, and specifications for safety equipment & system.
  • Review and incorporate safety study outcomes into design deliverables.
  • Conduct reviews and provide feedback on layout, 3D models, and discipline interface.
  • Support engineering discipline in achieving HSE goals and technical safety integration.
