Position Title: Angular Technical Lead
Location: Remote, must be local to the Washington, DC area
Position Overview: Indev is seeking an experienced and versatile Angular Technical Lead to lead the design, development, and modernization of mission-critical IT systems supporting the Department of Transportation. This role requires expertise in Oracle ADF, Angular, and Java EE, with a strong background in agile methodologies and DevOps practices. The ideal candidate will collaborate with cross-functional teams—including Project Managers, Cloud Architects, and Business Analysts—to ensure scalable, secure, and high-performing systems. Key responsibilities include full lifecycle software development, system integration, performance optimization, and the application of AI/ML tools to accelerate code transformation. Prior federal experience and proficiency in containerization technologies (e.g., Docker, Kubernetes) are essential.

Your future duties and responsibilities:

  • Lead and participate in the development of software solutions using ADF (Application Development Framework), Angular, and other relevant technologies.
  • Collaborate with cross-functional teams, including Project Managers, Developers, Infrastructure Specialists, Cloud Architects, and Business Analysts.
  • Implement best practices and agile methodologies within a DevOps framework to enhance the development and operations of PHMSA’s IT systems.
  • Ensure the optimal performance, reliability, and scalability of Portal System and its subsystems.
  • Conduct systems analysis, design, development, and integration to support mission-critical systems.
  • Provide detailed documentation of development and infrastructure activities.
  • Perform security and vulnerability management and remediation activities.
  • Engage in continuous testing, quality assurance, and user training to maintain high standards of software delivery and support.

Required qualifications to be successful in this role:

  • 10+ years of software development experience, including 5+ years with modern JavaScript frameworks.
  • 3+ years architecting enterprise Angular applications.
  • Expertise in Oracle ADF, Java EE, and modern migration practices.
  • Demonstrated experience using AI/ML tooling (e.g., Amazon Q, CodeWhisperer) for accelerating code transformation.
  • Deep understanding of containerization technologies (Docker, Kubernetes).
  • Prior experience leading full lifecycle modernization efforts in federal environments.
  • Strong collaboration skills, especially with O&M and cross-functional government teams.

Clearance:
Must be a U.S. Citizen and able to obtain a U.S. Federal government client badge. Candidates will be required to pass a government background investigation.
