The Ministry of Children and Family Services funds programs and services to support vulnerable children, youth, families, and individuals to live safely and succeed in Alberta. This includes providing services and resources to protect children and youth from abuse and neglect, and effectively address harm that has placed them in need of intervention. Mentoring and support services are available to youth transitioning into healthy, productive adults. The ministry also invests in community-based groups that support prevention and early intervention services such as Family Resource Networks, youth emergency shelters as well as programs that raise awareness and help respond to family violence, sexual violence, and abuse.

QUALIFICATIONS

One-year certificate in a related field plus two years related experience; or equivalent as described.

Equivalencies: Directly related experience or education considered on the basis of:

  • One year of experience for one year of education; or
  • One year of education for one year of experience.

Related education can be Applied Degree in Education, Bachelor’s Degree in HR, Education, Business Administration with experience in Learning and Development, Training Administration or a related discipline.

Responsibilities

Are you passionate about driving meaningful learning experiences and supporting workforce excellence? As a key member of the Workforce Development (WFD) team, the Learning and Development Team Lead plays a vital role in advancing training initiatives that build capacity across the Ministry of Children and Family Services. This position leads the coordination, implementation, and evaluation of strategic learning programs that support ministry employees, caregivers, and agency staff—ensuring alignment with operational needs and critical service delivery goals.

Reporting to the Manager, Region and Program Support, this position operates with a high degree of autonomy and decision-making authority, serving as a subject matter expert in workplace learning. Key responsibilities include:

  • Lead Training Program Delivery and Compliance: Oversee the implementation and continuous improvement of training programs, ensuring alignment with organizational policies,

    including data privacy, security, and compliance with applicable procedures and standards.

  • Manage Learning Management Systems (LMS) and Technical Operations: Provide oversight and technical support for the ministry’s LMS platforms, ensuring seamless functionality,

    timely updates, and positive user experiences. Support internal and external trainers with maintaining records, issuing certificates, and generating participation reports.

  • Conduct Research and Analyze Training Needs: Lead research efforts to identify emerging trends and best practices in adult learning, integrating evidence-based strategies into training

    design. Use data analysis to assess training effectiveness and recommend improvements.

  • Oversee Course Accreditation and Documentation: Manage the full lifecycle of course accreditation, including application processes and creation of required reports and documentation

    to ensure compliance with accreditation standards.

  • Supervise and Support Team Performance: Provide leadership, mentorship, and resource planning for the training team. Monitor training effectiveness, manage budgets and scheduling,

    and act as a liaison with internal stakeholders and learners to support successful program delivery.
