Facilitates and administers new and existing Municipal leases on Crown land and assists on facility leases and operating agreements with other Municipal departments.     RESPONSIBILITIES:   Review and monitor leases and licences for accuracy, compliance, renewals, extensions, overholds and payments throughout their life cycles. Process leases, licences, and encroachments. Request for quotation to land and lease brokers and appraisers. Ensure leases are properly executed in accordance with the Municipal Government Act and Standard Operating Procedures. Investigate Land Titles, Alberta Corporate Registry, and Municipal property files. Determine encroachment agreement eligibility. Coordinate with, and support, internal departments on lease and encroachment agreements. Prepare reports and make recommendations to management. Visit sites and facilities. Elevate issues to management, if necessary. Performs other lease and encroachment related duties as required.     QUALIFICATIONS   KNOWLEDGE, SKILLS, AND ABILITIES:   Sound working knowledge of the Municipal Government Act, Municipal Bylaws, Provincial and Federal Acts and regulations, Standard Operating Procedures, and other relevant documents, guidelines, and regulations. Effective verbal and written communication skills. Strong organizational skills. Creative problem-solving, interpersonal, analytical, and project management skills. Strong negotiation skills. Proficient in various Microsoft Office applications (Word, Excel, Outlook, and PowerPoint) and the ability to learn and utilize other relevant computer-based application programs.      EDUCATION AND EXPERIENCE:   Two (2) year diploma in Office Administration, Business Administration, or related field is required. Three (3) years’ directly related experience in lease coordination or planning is required. Experience with computer aided software design is considered an asset.     OTHER REQUIREMENTS:   Submission of a Criminal Record Check. A valid Class Five (5) Operator’s Licence is required as incumbent may be required to operate a personal or municipal vehicle for business use on a regular basis.     SAFETY:   As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible for understanding and actively participating in the RMWB’s health and safety management system, including all policies, practices, procedures, as well as properly utilizing all control measures including the required use of personal protective equipment.
