The Insurance Council of British Columbia is the regulatory organization that licenses and regulates the activities of over 50,000 life and general insurance agents, general insurance salespersons, insurance adjusters, and restricted travel insurance agents in British Columbia.

QUALIFICATIONS AND EXPERIENCE

• Minimum 3 years of experience in regulatory, financial services, or related fields.
• Post-secondary degree in a related field such as business administration, or equivalent experience.
• Demonstrated principles and practices of risk control models, analytical methods and compliance measures to assess eligibility for licences and to develop recommendation.
• Computer skills, with proficiency in word processing and spreadsheet software.
• Excellent oral and written communication skills.
• Experience in client service and conflict resolution.
• 2 years of experience in Insurance or financial services education and/or experience preferred
• Insurance or financial services education and /or experience is preferred
  Minimum to Midpoint Salary Range: $72,385 - $90,481 per annum.
  Upon hire, new employees will be placed in a starting salary between the minimum and P50 (midpoint) of the salary range. The P50 of the range represents an employee that possesses full job knowledge, qualifications, and experience for the position

• Conduct reviews and analysis of agency applications and licensing changes from financial services intermediaries to identify issues, determine follow-up requirements, assess compliance with relevant sections of the respective acts, regulations and policies and requirements as part of the overall licensing review process.
• Approve agency applications or licensing changes that meet all requirements or recommend denial or the addition of conditions to applications that do not comply with legislation/policies.
• Where necessary, support the review and approval of individual licensing applications, reinstatements, reapplications, licence cancellations and individual amendments, such as legal name changes to represent in accordance with legislation, policies, regulatory frameworks and departmental procedures.
• Conducts research and analysis of issues identified during the agency application or licensing change process and supports the preparation of reports outlining policy, compliance, risk management and other regulatory issues.
• Review and process nominee licence applications, nominee amendments and licence upgrade applications as they relate to agency nominee amendments.
• Review equivalency and suitability submissions for nominee applications in accordance with legislation, policies, regulatory frameworks and departmental procedures and provide recommendation to the Manager, Agency Licensing for consideration.
• Prepare and issue correspondence regarding outstanding requirements and clarification of licensing requirements.
• Participate in the review and analysis of licensing and registration procedures, methods, systems applicable legislation.
• Support Manager, Agency Licensing with the preparation of documents for the Licensing Committee and Council on agency (or adjusting firm) and nominee applications.
• Provide support and education to agency executives and the public on governing legislation, Council Rules, and policies.
• Monitor individual key performance indicators (KPIs) to track the efficiency, quality, and accuracy of licensing applications and report regularly.
• Address gaps identified in the routine audits of applications and identify areas for possible process improvements.
• Remain current on Council legislation and procedures.
• Handle other duties as assigned by the Manager, Agency Licensing.
