Key accountabilities

  • Leads all phases of LCW Programme Management within allocated portfolio including full responsibility for ensuring procurement/contracting with suppliers, tendering, initiation, planning, execution, monitoring, controlling, cost and closeout phases of the project are effectively implemented
  • Responsibility for ensuring detailed programming, design and contractual obligations are met relating to the LCW Programme, across your portfolio and working with the other LCW Programme Managers to ensure consistency and collaboration, nationally
  • Demonstrates ability to identify and manage complex programme and project risks, develop risk mitigation and contingency plans, and implement action plans to reduce or eliminate project/programme risks
  • Promotes and ensures provision and appropriate discharge of H&S responsibilities in accordance with statutory and DWP requirements, are fully understood and swiftly actioned to ensure a safe working environment for all
  • Ensures the LCW Programme is delivered in compliance with all legislative, Health & Safety, contractual requirements and relevant building/engineering standards, obtaining specialist advice or confirmation where appropriate. Provide input and challenge to ensure workplace/technical design standards are compliant
  • Leads management of contractors and their outputs via Professional Services (Project and Cost Managers) and EPMS, with HEO Programme Management support. Liaises and works in partnership to ensure key functions and all partners are engaged and coordinated to ensure successful end to end project delivery
  • May include line management of a small number of HEO Project Management Support staff. Responsible for fostering their professional development, managing their performance, coaching, training needs, and motivating your direct reports and the wider team
  • Understands outputs of the DWP’s strategic Asset Management/ Investment Plans, and understand/ provide appropriate inputs to Lifecycle Delivery Programme and Project Plans to ensure consequences and dependencies of these areas dovetail
  • Collaborates and develops processes, procedures and good working practices that can be shared to support the development of the wider Capital Projects & Investment team (CPIT) and LCW Team
  • Brings together views, perspectives and diverse needs of stakeholders/Suppliers to gain a broader understanding and resolution of risks/issues surrounding policies and project delivery (escalating where appropriate)
  • Builds and maintain a network of colleagues and key interfaces in the supply chain and EPMS to ensure data, MI and reporting is accurate, appropriate and relevant and usefully informs lifecycle management investment analysis and current Programme status
  • Understands/controls and reports programme/project lifecycle and variation expenditure and income to meet agreed budgets and to maximise efficiencies whilst achieving the required quality standards. Ensure financial savings are recorded/tracked appropriately and via liaison with embedded Cost Management Team, Business Assurance team and Finance Business Partners
  • Ensures Purchase Orders, Applications for Payment and CEMAR are processed/maintained with 100% accuracy to agreed NEC timescales/SLA’s; and that Finance Tracker records, shared project folders (eg Sharepoint) and Pace> are immediately and accurately updated and maintained in accordance with GDPR
  • Plays an active role in all stages of the procurement and selection of professional services consultants and works contractors to undertake inspections, detailed design and works delivery where required
  • Provides operational input to performance review of suppliers, inputting to contractual financial retention and reconciliation mechanisms, liaising closely with Supply Chain Managers (EPMS, Professional Services Suppliers) and Contractors where necessary, DWP Field, Category (Commercial) Management, Cost Management, Performance and Audit teams and Finance BP as required
  • Assists with the challenge, prioritisation and validation of the long term (3 year) and annual LCW / Investment Plans, obtaining input from broader DWP colleagues, including Asset Management Team, Landlord & Leasehold Management and Field Teams as required
  • Supports and proactively demonstrates a ‘one team’ culture of quality and continuous improvement across the extended organisation to include DWP Estates colleagues, EPMS, Professional Services and supplier partners, on a day to day as well as strategic basis
  • Continuously develops their knowledge & skills through a strong focus on personal development
  • Takes ownership for results by working to agreed goals and activities and dealing with challenges in a responsive and constructive way

ESSENTIAL SKILLS, KNOWLEDGE & EXPERIENCE

  • Commercial experience gained within a Property, Facilities Management or similar complex function within a large, matrix organisation & Knowledge of construction industry and workplace health and safety legislation
  • Experience in a wide range of lifecycle critical asset replacement or CAPEX related projects and activities from inception to completion, applying good commercial principles to multi-site lifecycle/ CAPEX works delivery
  • Influential in leading key stakeholders towards Commercial solutions that give a balance of optimal commercial performance whilst delivering on business strategy
  • High level management of key suppliers, able to support negotiations, management or escalation issues, and engage in key decision making that has strategic consequences
  • Knowledge & understanding of public sector procurement legislation and processes
  • Proven track record of successfully delivering lifecycle or CAPEX projects within a real estate function, on time, within budget and to the highest standards of quality
  • Capable of compiling detailed and accurate ‘business case’ type submissions/funding increase applications
  • Ability to lead multi-disciplinary teams in the successfully delivery of projects, acting as a focal point in problem-solving and escalations
  • Works collaboratively by sharing information appropriately and building supportive, trusting and professional relationships with a wide range of people within and outside the Civil Service
  • Uses sound judgement, evidence and knowledge to arrive at accurate, expert and professional decisions and advice
  • Communicates with clarity, integrity and enthusiasm and Plans, organises and manages times and activities effectively to deliver high quality performance
