Responsible For: Lift and Workshop Team Leaders
Job Purpose: To successfully lead the Lift and Workshop service and ensure a comprehensive, customer focused service is delivered. To achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards, and policies of the Council. To ensure overall value for money is achieved through the effective management of resources.

QUALIFICATIONS:

  • City and Guilds 1 & 2 or NVQ 3 equivalent in lift engineering or equivalent relevant demonstrable knowledge and experience.
  • A H&S qualification would be advantageous for the role however as a minimum SMSTS will be required. The post holder will have this qualification or be willing to work towards. A full driving license is essential for this role.

  • Excellent understanding of relevant specialist legislation relating to the service area e.g. LOLER, PUWER.
  • Sound understanding of social housing and government policy including current issues affecting the sector.
  • Good commercial knowledge and an understanding of modern methods of procurement and procurement legislation and procedures as well as effective contract management procedure
  • Good working knowledge of Building Regulations and their practical application within the relevant service area.
  • Understanding of the role of Elected Members within the Council and the community
  • Understanding of the diverse needs of communities and neighbourhoods

As our next Lift and Workshop Service Manager, you’ll have a good knowledge and keen focus on compliance activities, in the delivery of public services and a commitment to continuous improvement and delivery of a high-quality service.

RESPONSIBILITIES

  • Assist the M&E Snr Service Manager to develop and deliver strategic business improvement plans focussing on a range of activities which will deliver value for money services to customers and contribute to the delivery of Council priorities.
  • Use specialist knowledge to ensure that team leaders and operatives are suitably trained and have the skills, knowledge, and experience to deliver a safe and efficient Lifts & Workshop service which is compliant with all legislative requirements.
  • Act as a point of contact and support the duty-holder within depth expertise and knowledge in relation to statutory registration and audit activity.
  • Responsible for ensuring the service has suitable and sufficient processes and controls in place to meet the requirements of the independent inspections/audits by approved bodies and lead on any recommended actions.
  • Undertake daily line management duties of staff within the team in accordance with all council policies and procedures ensuring that staff records are maintained using the appropriate documentation and associated guidance.
  • Responsible and accountable for effective budget management of the planned works service working within financial regulations.
  • Responsible for ensuring that cost control processes are in place and that works are invoiced accurately and in a timely manner.
  • Ensure that an appropriate auditing and monitoring regime is in place to provide evidence that the Council is taking proportionate steps to manage risks and ensure employees are kept up to date with appropriate standards and delivering the highest level of standards.
  • Develop and maintain appropriate systems to monitor and control costs and achieve financial and performance KPI’s to ensure that quality and value for money can be demonstrated in the delivery of the service.
  • Develop and maintain effective relationships with other Council Directorates, external partners, and agencies, to deliver contracts and ensure effective investment is achieved.
  • Provide clear direction, visible leadership, and motivational management to create a high-performance culture which drives continuous improvement, organisational change and efficiencies whilst delivering service priorities.
  • Deputise for the M&E Snr Service Manager as appropriate on an ad-hoc basis for duties commensurate with the grade.
  • Develop and implement rigorous and effective business processes to drive forward service improvements.

  • Ensure that contractors are managed appropriately including effective contract management and the management and attendance of contract review meetings.
  • To have a general understanding of SLAs and construction contract forms such as JCT, NEC contracts.
  • Safeguarding all forms of certification and reporting any loss, theft, or misuse in line with LCC information governance standards.
  • Undertake and produce estimates, pricing documents, design, and final accounts as appropriate and provide oversight to staff undertaking these activities.
  • Flexible and adaptable to change to assist other services as required commensurate to grade.
  • Participate in appraisal, training, and development activities as necessary to ensure up to date knowledge and skills.
  • Improve own practice through observation, evaluation, discussion with colleagues and development programmes.
