Job Title: Lift and Workshop Manager
Grade: PO4

Responsible For: Lift and Workshop Team Leaders
Job Purpose: To successfully lead the Lift and Workshop service and ensure a comprehensive, customer focused service is delivered. To achieve high levels of efficiency, cost effectiveness and quality, ensuring maximum performance in accordance with the targets, standards, and policies of the Council. To ensure overall value for money is achieved through the effective management of resources.
QUALIFICATIONS:
- City and Guilds 1 & 2 or NVQ 3 equivalent in lift engineering or equivalent relevant demonstrable knowledge and experience.
- A H&S qualification would be advantageous for the role however as a minimum SMSTS will be required. The post holder will have this qualification or be willing to work towards. A full driving license is essential for this role.
ESSENTIAL REQUIREMENTS: IT IS ESSENTIAL THAT THE CANDIDATE SHOULD BE ABLE TO DEMONSTRATE THE FOLLOWING CRITERIA FOR THE POST. CANDIDATES WILL ONLY BE SHORTLISTED FOR INTERVIEW IF THEY CAN DEMONSTRATE THAT THEY MEET ALL THE ESSENTIAL REQUIREMENTS.
- Able to provide visible effective leadership, direction and coordination regarding resources, workloads, processes, and projects.
- Able to identify and implement culture change programmes, improve service quality, and support a culture that drives up standards and performance.
- Sound commercial understanding with the ability to assess profitability and identify areas for improvement /efficiency.
- Able to contribute to the strategic direction of the Directorate, Division, and service/functions.
- Able to create a performance framework and culture that provides high efficiency and high-quality outputs that link to Council priorities.
- Excellent communication skills, both verbal and written.
- Able to resolve potential conflict and to gain cooperation and trust.

- Strong customer care focus and ability to communicate effectively with customers, staff, contractors, and elected members face to face, over the phone and in writing.
- Able to manage a Lifts & Workshop service with competing priorities whilst delivering on a range of service objectives and adapting to changing circumstances.
- Able to use IT applications (Word & Excel) and management information systems.
- Able to produce work of a high standard with attention to detail, whilst meeting often tight deadlines.
- Able to work across service boundaries to achieve objectives and outcomes.
- Able to co-ordinate construction activity and produce accurate and robust programmes of work.
- Able to use initiative to develop solutions to complex issues and problems to ensure effective service delivery.
- Able to work flexibly across different work locations and areas as appropriate.
- Good knowledge of Health & Safety legislation including the responsibilities under the CDM regulations 2015
- Excellent understanding of relevant specialist legislation relating to the service area e.g. LOLER, PUWER.
- Sound understanding of social housing and government policy including current issues affecting the sector.
- Good commercial knowledge and an understanding of modern methods of procurement and procurement legislation and procedures as well as effective contract management procedure
- Good working knowledge of Building Regulations and their practical application within the relevant service area.
- Understanding of the role of Elected Members within the Council and the community
- Understanding of the diverse needs of communities and neighbourhoods
- Understanding of and commitment to equality and diversity in terms of both employment and service deliver
- Detailed knowledge of key strategic plans including the Vision for Leeds and City Priority Plans
- Awareness of Asbestos related issues and responsibilities
- Understanding of HR Policies including improving attendance and disciplinary procedures
- Understanding of the Council values and a commitment to embed them into ways of working.
- Of successful management of a Lifts & Workshop operational service
- Of leading, coaching, and motivating teams and individuals
- Of managing in a political environment and working on politically sensitive issues
- Of working effectively with internal and external partners to contribute to strategic partnerships/programmes and deliver cross service projects to achieve positive outcomes partners
- Of problem solving, individually and in a group setting.
- Of managing and controlling budgets and achieving budgetary targets.
- Of managing and developing staff to achieve objectives and outcomes
- Of successfully presenting complex information to a range of audiences.
- Of producing information for tender documents including design, specification, pricing, and performance.
