II. POSITION SUMMARY

This position is based at the PD JIGPC Jazan Site, working a 8 x 2-week, rotational assignment.
The incumbent is responsible for FULL implementation of the Air Products Standard 25-010540 Scaffolding and ALL national requirements. The incumbent will work closely with the Site Manager / Site EH&S Manager to support the implementation a ‘world-class’ EH&S program, incorporating a robust Work at Height & Scaffolding Strategy.
The incumbent is expected to have good knowledge of HSE throughout all phases of Construction and Commissioning. The ability to develop robust working relationships with the construction team to allow an opportunity for coaching of the Lifting and Work at Height and Scaffolding standard(s) is crucial.
The incumbent is responsible for supporting the implementation of the Air Products Standard 28-4WCE600500 Cranes and Lifting and ALL national requirements. The incumbent will work closely with the Site Lifting Superintendent to ensure the safe execution of all lifting activities.
The incumbent is expected to have good knowledge of HSE throughout all phases of Construction and Commissioning. The ability to develop robust working relationships with the construction team to allow an opportunity for coaching of the Lifting standard(s) is crucial.

V. MINIMUM REQUIREMENTS AND QUALIFICATIONS

Lifting:

  • Appropriate International qualifications in lifting (LOLER / OSHA), lifting supervision and qualifications to act as the Authorised Person to supervise heavy lifting operations. Qualifications to be acceptable in KSA.
  • ~08 years’ experience on international mega-Projects working as a Lifting Supervisor
  • Good lifting experience of large multi discipline sites during construction and commissioning phases
  • Safety certificates in OSHA and IOSH for short safety or environmental courses
  • Organised, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks
  • Internationally recognised (IOSH / OSHA / Government Sponsored) short safety or environmental courses
  • Fluent spoken and written English
  • Being a good team player, good communication and interpersonal skills
  • Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships
  • Willingness to travel and be based in remote location

Scaffolding:

  • An appropriate qualification in the management and inspection of all scaffolds, qualifications to be acceptable in KSA.
  • Short courses in Safety & or Environment.
  • ~12 years’ experience on international mega-Projects working as a Scaffold Superintendent
  • Good Work at Height & Scaffold experience of large multi discipline sites during construction and commissioning phases
  • Organised, disciplined, able to perform under pressure and manage multiple priorities and parallel tasks.
  • Internationally recognised (IOSH / OSHA / Government Sponsored) short safety or environmental courses.
  • Fluent spoken and written English.
  • Being a good team player, good communication and interpersonal skills.
  • Ability to work in a multifaceted / multinational organizational matrix with a variety of working relationships.
  • Willingness to travel and be based in remote location.

Responsibilities:

Lifting - This position is accountable for the following:

  • The successful execution of all lifting operations on the site. These operations will include significant lifts of equipment as part of the routine construction and day to day lifting of minor loads.
  • Specific tasks will include:
  • Supporting the Lifting Superintendent with lift planning and execution either with the General Contractors (GCs) / JIGPC or with a sub-contracted heavy lift contractor
  • Completion of Appendix A & B lift forms
  • Provide coaching and guidance to GC’s for the installation of rigging tackle to move loads
  • Ensuring that lifting plans, risk assessments and method statements for the work are reviewed and approved to ensure compliance with the relevant International, KSA and JIGPC specifications and requirements. Ensuring that such reviews are performed by suitably qualified personnel.
  • Ensuring that all lifts are reviewed, approved and controlled by appropriately qualified personnel and that these personnel are identified in an appropriate way as responsible.
  • Support the trade tests to assure competence of all Lifting, Rigging and Crane Operators
  • Daily inspection of the lifting equipment along with the Contractor’s Lifting Superintendent
  • Physically examine loose lifting equipment to be used at the job site, prior to any Appendix A or B lifts.
  • Inspect and certify heavy mobile plant.
  • Ensure ALL equipment across the Site location(s) are colour coded
  • Undertake lifting audits to assure FULL compliance with ALL applicable lifting & rigging regulations within Country
  • Ensuring all works, early-works and construction work practices are reviewed, and monitored for lifting implications as necessary
  • Support incident / accident investigations in line with the established site procedures for same and ensuring accurate content and corrective action follow up
  • Demonstrating a strong leadership commitment throughout the project
  • Actively participating in and leading safety promotion events, competitions, established programs
  • Play an active role on the EH&S Leadership Team
  • Leading and participating in meetings involving EH&S problems/incidents.
  • Maintaining a strong and effective professional working relationship with the Site Team, Client, interfacing EPC’s, sub-contractors, and other stakeholders.
  • Support the implementation of the EH&S incentive program
  • Give input to ensure the accurate completion of the relevant section of the weekly report
  • Support the implementation and ongoing development of Air Products safety program elements, APT (Accident Predictive Technique) SOS, (Safety Outreach System) Safety License, Incentives, Best Known Methods (BKM)

Scaffolding - This position is accountable for the following:

  • Ensuring the provision of safe and appropriate scaffolding and access at height by JIGPC PD, & GC’s and its proper use and inspection. This will include:
  • Ensuring that all Contractor(s) complex and design scaffold drawings are engineered correctly by a qualified scaffold/structural engineer and that they are erected as per the engineered drawings prior to erection and use.
  • Monitoring the construction of engineered scaffolds and performing final acceptance inspections and tagging prior to use.
  • Ensuring the correct installation of general scaffolding by the contractors in accordance with the appropriate International, local and Air Products specifications and standards
  • Undertake trade tests to assure the competence of ALL scaffold personnel and provide a ranking system that allows the more competent scaffold personnel to work at higher elevations
  • Ensure routine regular inspections of all scaffolds are performed by certified scaffold inspectors at an interval of not less than weekly and recorded by the relevant contractors as specified in the JIGPC site and global procedures.
  • Ensure that a log of all scaffolds is maintained by all contractors on site to track and ensure the routine inspections of all scaffolds are performed.
  • Implement a robust maintenance regime to ensure ALL scaffold components are maintained in good working order.
  • Ensure scaffolds are erected to provide as much protection as possible for dropped materials / equipment.
  • Act as a focal point for the implementation of a ‘dropped objects’ program.
  • Ensure that modifications to scaffolding are carried out by the appropriately qualified personnel and that changes are appropriately reviewed, inspected, and approved.
  • Ensure that a scaftag system is used throughout the site by all the contractors and that this is consistent across the site and all contractors.
  • Ensure the timely demolition of scaffolds at the end of their use and that this is done is a safe and controlled manner.
  • Ensuring that the execution of all scaffold and access provisions are performed safely and supervised sufficiently.
  • Carry out basic training for JOGPC, GC’s personnel in the safe use of scaffolding based on regular site safety audits and improvement activities. This training should include:
  • Ensuring the scaftag system is understood and followed.
  • Dangers of modifying scaffolds by unauthorised personnel.
  • User safety inspections of scaffolds prior to use.
  • PPE and fall protection requirements when working on scaffolds.
  • Weather condition limits on safe use of scaffolds.
  • Emergency actions and response in the event of an incident.
  • The day to day monitoring of a group of sub-contractor’s scaffolding teams as agreed at site
  • Manage the colour coding of ALL scaffolding equipment across the Site location(s).
  • Ensuring the project is operating in line with the law of the land and all applicable Work at Height and Scaffolding JIGPC procedures.
  • Establish an audit strategy that demonstrates FULL compliance with ALL applicable Work at Height and Scaffolding regulations within Country.
  • Ensuring all works, early-works and construction work practices are reviewed, and monitored for Work at Height and Scaffolding implications as necessary.
  • Support incident / accident investigations in line with the established site procedures for same and ensuring accurate content and corrective action follow up.
