JOB DESCRIPTION:
This is an exciting and brand-new role, which has arisen a result of funding secured through the national ADEPT Live Lab programme. This position will be key to the successful delivery of this innovative decarbonisation project. Main Responsibilities & Duties Responsible for the overall management and governance of the Liverpool Live Lab programme, the Programme Manager will work closely with Highways Commissioning, Design and Operations teams at all levels in the deployment of the Live Labs project to ensure delivery of project outputs and outcomes throughout the life of the 3-year programme. To provide a focal point and leadership for the Innovation Project Manager and Project Co-ordinator, as well as the rest of the Live Labs functional teams and LCC staff who have the legal and statutory responsibility for the delivery of the Highway Maintenance Programme, where it interfaces with the Live Labs projects. • ECI in capital, routine and reactive maintenance operations with Highways Commissioning, Design, Operations teams and with Carbon Innovation Lead to identify and implement decarbonised alternative approaches in targeted neighbourhoods as part of Liverpool’s Highways Investment Programme (HIP) • Lead programme management in parallel with day to day innovation project management and facilitation of alternative approach by working with colleagues in Highways Commissioning, Design and Operations teams • Co-ordinate the input of key stakeholders to agree robust proposals, appropriate engagement from all necessary parties, commissioning of necessary technical activity and securing of necessary approvals and consents • Co-ordinate the activities of a multi-discipline project team which may consist of design, and construction, commercial, planning, testing and commissioning and support resources • Commission technical activity to support decarbonised solution development and preparation including carbon modelling, highways design, consultations etc • Co-ordinate public consultation and engagement processes • Develop and gain approval for procurement strategy in association with the project team • Obtain formal decisions to proceed through stages or gateways in accordance with Council’s internal governance and delegation processes • Maintain and monitor progress to the LCC Live Labs programme and budget • Attend Live Labs Project Meetings and report progress from LCC’s Live Labs programme • Lead internal meetings within LCC necessary to track and monitor the actions required to deliver the current programme. • Point of escalation – beyond the Innovation Project Manager – assigned technical work and research to help implement actions required • Support the development of, set up and reporting of demonstrator data monitoring. This activity will require many interfaces with the Highways Commissioning, Design and Operations teams • Responsible for delivery of outcomes and outputs at each stage • Engaging and collaborating with other Live Lab projects including occasional travel to other consortium projects undertaken by Aberdeen City Council, Somerset County Council, Devon County Council, Cornwall County Council and Hampshire County Council to share learning and experience • Providing information and updates to the LCC and Programme Communication Team to enable sharing of best practice and communicating successful project outcomes with ADEPT • Understand, uphold and promote the aims of the council’s equality, diversity and inclusion policies; health, safety and wellbeing of self and others; and Organisational values in everything you do. Contacts & Relationships Supported by LCC functional teams, the postholder will provide information and advice to: • County Council officers and staff from partner consultancies • Senior officers internal – to head of service level • External agencies to senior level • District Council senior officers and Elected Members/Portfolio Holders • External Stakeholders • Developers and their agents • Businesses • The public • Undertake pro-active partnership working • Interact with the media including newspapers, radio and occasionally television • Supervise project teams • Regular contact with elected Members • Regularly attend meetings unaccompanied • Occasional direct contact with the Director and Cabinet Members Resources • Prepare reports for LCC, the Programme team and ADEPT • Prepare and deliver presentations to senior managers and elected members • Oversight of delivery of decarbonisation across the demonstrator neighbourhoods • Commission technical activity to support the implementation of decarbonised solutions • Engages with counterparts from Aberdeen City Council and other partner Local Authorities and the wider combined consortium (Somerset County Council, Devon County Council, Cornwall County Council and Hampshire County Council) to share best practice and learning
