TITLE: Livelihoods Specialist TEAM/PROGRAMME: Operations Department LOCATION: Juba (with up to 70% field travel- Pariang and Pibor) EXPECTED START DATE: 1st January 2026 (Depending on Funding Approval) CONTRACT LENGTH: 12 months initially (with the possibility of extension). CHILD SAFEGUARDING: Level 2: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: The Livelihoods Specialist will lead the design, contextualization, and delivery of all livelihoods, business, entrepreneurship, vocational, and agribusiness interventions. The role ensures that training modules, livelihood pathways, coaching systems, financial inclusion initiatives, and cooperative development are fully grounded in local market realities, gender-responsive, conflict-sensitive, and tailored to the unique socio-economic environments of urban Juba, refugee-hosting Pariang, and pastoralist Pibor Counties . SCOPE OF ROLE: Reports to: Project Manager/Team Leader Staff reporting to this post: N/A Roles & Responsibilities A. Livelihoods & Market Assessment Leadership Conduct and/or supervise detailed market assessments, value chain analyses, financial services mapping, and stakeholder consultations in all counties. Identify profitable, feasible, and climate-smart livelihood opportunities for youth and women based on county-specific contexts. Analyze labor market trends, gender barriers, financial access constraints, and conflict dynamics affecting livelihoods. B. Training Curriculum & Module Development Develop localized training packages for business skills, entrepreneurship, life skills, soft skills, vocational skills, and climate-smart agriculture. Customize training modules for the distinct environments of Juba (urban services), Pariang (refugee–host economies), and Pibor (pastoralist livelihoods). Conduct Training of Trainers (ToT) for facilitators delivering business planning, budgeting, and enterprise management modules. C. Coaching & Mentorship System Design Identify, vet, and onboard sector-specific mentors and local entrepreneurs. Match mentors with beneficiaries based on enterprise types (e.g., tailoring, poultry, phone repair, livestock, petty trade). Lead joint field coaching visits to support start-up enterprises with stock management, pricing, reinvestment, risk mitigation, and market linkages. D. Livelihood Grant Mechanism Support Coordinate business plan development, vetting, and approval for grant disbursement. Support implementation of the Grant Management Manual and ensure all grant processes are gender-sensitive and transparent. Participate in post-disbursement monitoring to verify fund utilization and troubleshoot challenges. E. VSLA Formation & Financial Inclusion Support VSLA training on governance, savings, lending, and recordkeeping. Facilitate linkages between VSLA groups, MFIs, banks, mobile money agents, and cooperatives. Lead feasibility analyses and formation of cooperatives, including bylaw development and market linkage facilitation. F. Cross-Cutting Integration Integrate youth empowerment, gender equality, psychosocial support, GBV mitigation, and conflict-sensitive approaches into all livelihoods activities. Ensure environmental and social safeguards are observed, especially in agribusiness and natural resource–dependent enterprises. G. Reporting & Learning Contribute to quarterly learning reports, case studies, and success stories. Keep updated records of training delivery, mentor-mentee progress, market trends, and enterprise performance. QUALIFICATIONS AND EXPERIENCE Essential: Master’s degree in Rural Development, Agricultural Economics, Agribusiness, Business Management and Entrepreneurship, Economics/Statistics, or a closely related field; OR Bachelor’s degree in the same fields with a minimum of 10 years of relevant experience. Minimum of 5 years (with a master’s) or 10 years (with a bachelor’s) of relevant experience in economic empowerment, livelihood systems, and economic inclusion programming. Proven expertise in: Livelihood systems development and management Economic inclusion strategies Value chain analysis and development Agribusiness and market development Implementation of investment or enterprise development operations Strong understanding of global evidence and best practices in economic empowerment and ability to contextualize them for South Sudan. Training, Coaching, and Mentorship Experience: Demonstrated experience providing life skills and/or business skills training, coaching, or mentorship to youth and women. Proven ability to design and lead Training of Trainers (ToT) for facilitators, coaches, and mentors. Experience supervising and ensuring quality control of trainers/coaches/mentors across multiple field locations. Livelihood Grant and Financial Inclusion Experience: Experience overseeing or supporting payments of livelihood grants across urban and rural settings. Experience liaising with or facilitating access to loans and financial services for beneficiaries. Contextual Experience: Extensive field experience in South Sudan or a similar fragile, conflict-affected context. Soft Skills and Competencies: Strong technical leadership and analytical skills. Ability to design, sequence, and guide tailored livelihood support packages. Strong communication, coordination, and stakeholder engagement capabilities. Desirable: Experience working on World Bank–funded programmes, economic inclusion/graduation models, or government-led economic empowerment initiatives. Familiarity with pastoralist, refugee-host, and urban livelihoods in South Sudan. Experience working with government line ministries, local authorities, private sector actors, and financial institutions. Demonstrated ability to generate learning products, case studies, and evidence-based recommendations. Proficiency in digital data collection systems, MIS tools, or MEL processes related to livelihood programming. Knowledge of gender-responsive programming, youth development, and conflict-sensitive approaches in livelihood interventions.
