Read more about IOM's workplace culture at IOM workplace culture | International Organization for Migration [https://www.iom.int/iom-workplace-culture]   Project Context and Scope The IOM and UNHCR missions in Armenia are implementing the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”. This two-and-a-half-year project is co-funded by the European Union (EU) and aims to contribute to more effective and accountable service delivery that is based on the principles of good governance and respect of rule of law in the areas of migration, asylum, and human rights. Specifically, it will support the enhancement of asylum and migration governance in Armenia to foster well-managed and secure cross-border mobility and continue strengthening migration and asylum systems in Armenia. In 2023, IOM supported the newly established Migration and Citizenship Service (MCS) with conducting induction training for all the staff members to ensure effective functioning of the newly formed institution and equip staff members with the necessary knowledge and skills required for their roles.  In 2025, IOM supported the MCS with institutionalization of trainings within the permanent training facility of the Ministry of Internal Affairs. This process involved integration of the curricula into the permanent training structure of the MCS. By doing so, the training became an integral part of the MCS's training framework, ensuring learning continuity and sustainability, as well as evaluation for permanent staff. Building on the previously developed basic training course and the Moodle-based learning system installed for the Migration and Citizenship Service, the next phase of support will focus on developing advanced-level training materials to further strengthen the knowledge and technical capacities of MCS staff. The advanced course will complement the existing basic course and ensure continuous professional development of MCS personnel. The consultant will review relevant legislative developments, Standard Operating Procedures (SoPs), and institutional practices of the MCS to ensure that the advanced training materials reflect the most recent policy and operational framework.   Organizational Department / Unit to which the Consultant is contributing IOM Armenia, “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia” project, MS.0049
Responsibilities
The consultant will develop advanced-level training materials and curricula for the Migration and Citizenship Service of Armenia. This includes reviewing legislative developments and SOPs to ensure training reflects current policy and operational frameworks.
