Local Content Specialist Operating Division: Transnet Pipelines Employee Group: Permanent Department: PROC, Supplier Development Mgmt, DNR Location: Durban Central Reporting To: Snr Supplier Development Manager Grade: G Reference: req4808 The closing date is on 22/04/2026. Position Purpose To assist in ensuring implementation of supplier development strategies aligned to the broader national policy and regulatory framework with specific emphasis on Competitive Supplier Development Programme (CSDP) To liaise with supply chain community across TPL to ensure that there is consistent implementation, monitoring and reporting of Supplier Development (SD). To assist in training initiatives for SD policies and procedures to drive compliance TPL when entering into SD transactions. Position Outputs • Conduct research to support implementation of PPPFA regulations including Local Content, sub-contracting and designation for EME’s/QSE’s • Develop and maintain a monthly register for Local Content transactions • Conduct Local Content evaluations in line with PPM, legislative and governance requirements • Ensure adherence to reporting requirements of Local Content transactions to DTI and any other Local Content reporting requirement • To collate information and compile reports on Local Content transactions in TPL • Support Supplier Development Manager in embedding Local Content strategies within TPL and Conduct analysis to support opportunity identification for SD with strategic suppliers • Support Local Content strategy and process development policies and procedures formulation • Collate success stories and learnings on Local Content 20/09/2021 • Track Local Content strategy and policy implementation within TPL Assist with monthly compilation of Supplier Development COE dashboard (which includes Local Content and Collate information and compile reports on Local Content activities within TPL • Support Local Content Manager in embedding Local Content strategies within TPL • Conduct analysis to support opportunity identification for Local Content with strategic suppliers • Support Local Content strategy and process development policies and procedures formulation • Support Local Content training initiatives within TPL and • Support commodity-specific initiatives in respect of Local Content • Track LOCAL CONTENT strategy and policy implementation within TPL • Assist with monthly compilation of Local Content COE dashboard and • Collate information and compile reports on Local Content activities within TPL. • Collate success stories and learnings on supplier development • Assist with audits taking place within SD (including BBBEE, preferential procurement, Local Content and sub-contracting) and within supply chain Qualifications and Experience A relevant Bachelor’s degree (management studies/supply chain) or B-Tech qualification (management studies/supply chain). At least 2 years’ experience in a SCM function or BBBEE or BEE strategy development. Driver’s license code 08. ​ Recognition of Competence requirements Years of Experience with a formal qualification Min 5 years applicable experience Supervisory experience (advantageous) ​ Number of years with certificates or no formal qualification Min 8 years experience relevant to the position applied for. Competencies ▪ Sound knowledge of Public Sector Supply Management legislation and regulations; ▪ Previous experience in Local Content Compliance ▪ In-depth knowledge of all BBBEE legislation and Regulations that affect procurement spend including but not limited to the DTI Codes of good practice; ▪ In-depth understanding of BEE and SMME landscape in SA; ▪ Thorough understanding of the DTI Scorecard and its impact upon the business; ▪ Working knowledge of Supply Management processes and systems; ▪ Understanding of technical and operational requirements of a business including capital requirements. ▪ Corporate Governance & Compliance ▪ Relationship Management ▪ Business Performance & Delivery Equity Statement Preference will be given to suitably qualified Applicants who are members of the designated groups in line with the Employment Equity Plan and Targets of the Organisation/Operating Division.
