Description
NORCAP works to improve aid to better protect and empower people affected by crisis and climate change. We do this by providing expertise and solutions to humanitarian, development and peacebuilding partners, because we believe working together is the best way to reduce needs, risks and vulnerability over time. We seek and promote more effective ways of working at the global level and in the field. NORCAP’s aim is not only to reduce needs, but also to create choice and opportunity for vulnerable people. NORCAP works with and through our partners to improve aid in two complementary ways:   • We provide targeted expertise to strengthen our partners’ response. • We collaborate with partners to develop solutions to un‑met gaps and challenges.   In line with this mission, NORCAP is partnering with the Alliance of Ukrainian Civil Society Organisations (CSOs), hosted by NRC Ukraine, to strengthen locally led approaches to funding and resource mobilisation. The Alliance brings together Ukrainian CSOs to advance localisation by increasing their access to funding, influence, and decision‑making within humanitarian and recovery responses. This role is central to advancing NORCAP’s commitment to localisation by strengthening how funding is mobilised, governed, and accessed by national actors.   The Role   The Locally Led Funding Adviser will lead efforts to develop a more coordinated and effective ecosystem for locally led resource mobilisation in Ukraine. This includes establishing and facilitating a Community of Practice and a multi‑stakeholder Working Group to improve collaboration, knowledge‑sharing, and alignment across funding actors. Success in the role means stronger coordination, practical tools and policy guidance, and increased access to diverse funding streams for Ukrainian civil society organisations.   The role is based in Kyiv, Ukraine, with travel as required. The contract will start as soon as possible and runs until 31 December 2026, with the possibility of extension subject to funding, performance, and partner needs. The role reports to the Director of the Alliance of Ukrainian CSOs.    The Norwegian Refugee Council (NRC) is a global humanitarian organisation helping people forced to flee.  Join us in assisting millions of people in areas where others cannot, tackling some of the world's most dangerous and difficult crises. Bring your skills and dedication to an organisation recognised for providing high quality aid and for defending the rights of refugees and internally displaced people.  At NRC, we give responsibility to employees at all levels and foster professional growth and innovative teams. You can expect a supportive culture and an open dialogue with management. We are committed to diversity, equity and inclusion.  Together, we save lives and rebuild futures. Safeguarding is central to NRC’s work. We expect all employees to:  • treat everyone with respect and dignity  • contribute to building a safe environment for all  • never engage in any form of exploitation, harassment and specifically sexual exploitation, abuse and sexual harassment (SEAH)  • always report. NRC has a zero-tolerance approach to inaction against exploitation, abuse and SEAH At NORCAP, we work to better protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions to meet the needs of people at risk. NORCAP is part of the Norwegian Refugee Council.
