ORGANIZATIONAL CONTEXT WFP, through its dual mandate in humanitarian and development, provides life-saving food assistance to the most vulnerable and food insecure non-refugee Palestinians and works to safeguard livelihoods, build resilience, and reconstitute food systems in vulnerable areas. WFP also lends its technical expertise to support national institutions by strengthening their capacities in responding to shocks and building an inclusive social safety net. To further strengthen the humanitarian-development-peace nexus, WFP is providing climate-smart agricultural assets such as hydroponics and wicking beds to households to increase their calorie intake and enable them to generate income. WFP also scaled up its resilience-building activities to include greenhouses, vegetable farms, sheep, poultry, and technical and vocational trainings for youth and people with disabilities. These projects reduce people’s vulnerability to external shocks, serve as a safety net, and support livelihoods. In response to the urgent needs of Palestine, where protracted conflict and economic stagnation have led to widespread food insecurity, WFP delivers life-saving food assistance to the most vulnerable non-refugee Palestinians in Gaza and the West Bank. To address the ongoing crisis, WFP also focuses on strengthening livelihoods through resilience-building projects such as climate-smart agriculture and vocational training. Additionally, WFP supports national institutions by enhancing their capacity to respond to shocks and build inclusive social safety nets. By extending its systems to humanitarian and development partners, WFP contributes to broader efforts within the humanitarian-development-peace nexus. BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The objective of a country-level Logistics Cluster is to ensure that timely, coherent and effective logistics support to humanitarian aid/relief operations is possible (within funding and security constraints). WFP as lead agency of the Logistics Cluster is accountable to work in partnership with humanitarian stakeholders to deliver a strategic response, based on operational gaps (as per the IASC Guidelines on Cluster Coordination at Country Level). Within each country-level Logistics Cluster Lead Agency is a Logistics Cluster Coordinator (as per the IASC Generic Terms of Reference for Sector Leads at Country Level), who is responsible to lead and facilitate this process. Based on the needs identified and expressed by the humanitarian community, the Cluster will assume a coordination and information management role, while attempting to facilitate common services where required to maximise the use of available resources in-country, provide support and advocacy surrounding customs clearance and government liaison, and establish a more coordinated and cost-effective operational approach. Job Purpose: Utilize the Relief Item Tracking Application (RITA) for capturing key data to manage and monitor common service provision: Provide support to Service Users and Service Providers to ensure data collection (i.e. daily reporting on operational activities) conforms to established standards. Ensure regularly consolidated updates on the status of services accepted, in-progress, and closed are available as required. The logistics assistant SSA L5 position is based in Gaza in support, he/she works under the direct supervision of the Logistics Cluster Coordinator and under the technical supervision of the Cargo Tracking Associate. ACCOUNTABILITIES/RESPONSIBILITIES: Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food and non-food assistance to beneficiaries. Verify complete and coherent Service Request Forms (SRFs) are received and entered into RITA in a timely way according to established procedures; liaise with Service Users to update data on their SRFs as required. Liaise with the Logistics Officer in charge of Cluster operations or designated responsible staff (and other actors to cross-check data for accuracy; ensure that cargo documentation (Waybills, GRNs, Bills of Lading, etc.) is received, reconciled against requests, and properly catalogued/filed. Support field Logistics Officers/Storekeepers/etc. as required to collect information on received, dispatched, and released cargo; and, to resolve discrepancies between SRFs, cargo documentation, and physical inventory of stocks at Common Service locations. Register all data, including details of all logistics transactions related to cargo that is handled and transported through the Logistics Cluster coordination mechanism by utilizing RITA. Support the Logistics Cluster operations officer to establish and coordinate reporting procedures and provide assistance to logistics staff in meeting reporting requirements. Work with the Logistics Officers and the commodity tracking data to provide service users with timely and relevant reports on their consignment status. Liaise with Logistics Officers and Information Management Officers regarding dissemination of, and requests for, reports for other agencies. Use Microsoft Excel to generate tables, charts, reports based on RITA data that illustrate cargo flow as entered into the system. Coordinate with warehouse staff for the efficient handling and movement of inbound/outbound cargo. Respond to technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mindset. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary. Liaise with internal and a limited number of external stakeholders including partners to support efficient logistics operations management. Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines. Perform other functions as may be assigned by the supervisor. QUALIFICATIONS & EXPERIENCE REQUIRED: Education: University degree social sciences, business, logistics, international relations, communications, journalism or related field; or the equivalent combination of education and experience. Experience Knowledge & Skills: Logistics and/or Supply Chain Management experience, Background in warehousing, transport (uni or multimodal), customer service or sales force, Background with cargo tracking. Knowledge of an ERP or a supply chain management software is a plus. Willingness to work in dangerous or insecure locations. Languages: Fluency in both oral and written communication in the English and Arabic languages.
