ORGANIZATIONAL CONTEXT: Hurricane Melissa, a record-tying Category 5 storm with 185 mph winds, struck Jamaica on October 28, 2025, making landfall near Black River and causing catastrophic damage across the island. Widespread flash flooding submerged St. Elizabeth Parish, with overflowing rivers, landslides, and storm surges up to 13 feet destroying homes, vehicles, and infrastructure; over 500,000 people lost power, roads were blocked, and significant logistics constraints hindering access to affected areas. The Caribbean MCO covers 22 English and Dutch-speaking countries and territories, including those forecasted to be directly affected. The scale and complexity of the anticipated impact demand a swift and coordinated emergency response. JOB PURPOSE: To lead field logistics operations, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries. KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority): Participate in the development and implementation of procedures for logistics field operations ensuring that objectives are achieved in compliance with regional and functional strategies, policies and plans. Plan and lead on implementation of logistics operations, initiatives and programs to ensure timely, efficient and cost effective supply of direct or indirect food assistance. Collect and analyse relevant technical data from diverse sources to forecast operational needs under various scenarios and make evidence-based proposals. Lead preparation of transport arrangements and contracting of all associated services for the WFP Emergency Staging Area in accordance with established guidelines. Implement operational procedures and normative guidance in order to manage WFP assets, handle inventory effectively through corporate systems, and ensure loss mitigation. Coordinate logistics and warehouse management support services in the area of assignment, preparation of contracts and supplier payments. Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimise use of available funds. Plan, organise and supervise the work of more junior staff to ensure that tasks are accomplished in a manner consistent with organizational requirements. Build relationships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance. Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders. Liaise with internal and external stakeholders and consolidate preliminary data analysis, prepare accurate and timely reports to support a WFP-wide view of logistics activities that enables informed decision making. Provide technical advice and guidance to WFP staff, partners and governments, building capacity to connect to markets, manage food systems and deliver food assistance to those in need. Identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, government and the private sector to share knowledge and resources and ensure coordinated delivery of food assistance. Act in an assigned emergency response capacity as required to meet emergency food assistance needs. Other as required. DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE: Experience evaluating and selecting service providers and third parties. Experience identifying transportation operations risks and maintaining documentation on emergency logistics preparedness. Experience determining with Supply Chain actors best transport modality/timing and liaising with agents and suppliers to meet deadlines. Experience preparing and managing transport and project budgets. Experience managing integrated air, sea, and land transport operations. Experience supervising professional staff. Experience in working in insecure and difficult environments. Experience working with interagency partners to assess and coordinate emergency/non- emergency response. STANDARD MINIMUM ACADEMIC QUALIFICATIONS: Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses. Experience: Five years with a Master’s degree or seven years experience without a Master’s degree. Language: Fluency in English.
