General Information:
Majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles all lie in the picturesque Cowichan Valley Regional District (CVRD). Located on Vancouver Island, the CVRD provides a wide range of local government services to a population of 80,000 within its 4 distinct municipalities and 9 electoral areas. Just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities.
A regular full time LOGISTICS SUPERVISOR position is available in Solid Waste Operations, within the Recycling and Waste Management Division in the Operations Department at the Cowichan Valley Regional District (CVRD). Reporting to the Manager, Solid Waste Operations, the Logistics Supervisor implements and maintains the safe and efficient operations of the CVRD’s curbside collection program and roll-off services ensuring service delivery objectives are provided. This position: performs field work such as assessing road conditions, determining curbside tote set out requirements, and conditions that may impact routes; ensures optimized routeing; coordinates totes; evaluates service risks and eligibility for new curbside services; and evaluates the impact of adding new households to the curbside service in collaboration with CVRD staff. This position: provides leadership to staff and supervises and directs the work of staff; maintains an inventory of curbside and roll-off related assets; prepares detailed documentation and maintains accurate records; responds to customers and resolves conflicts; prepares and submits Key Performance Indicators; performs research; provides contract administration; reviews related invoices; and, provides back-up as needed. This position supports the delivery of solid waste services to the public through the application and exploration of cost-effective solutions that align with the regional Solid Waste Management Plan and other CVRD Board-approved strategies and plans, including but not limited to the Asset Management Plan and the Climate Adaptation Strategy.

Qualifications:

  • Secondary school graduation or equivalent
  • Supervisor training certificate
  • Conflict resolution training
  • Basic MS Office software (Outlook, Word, Excel) training
  • Courses or training in industrial engineering, asset management, maintenance management and project management would be assets.
  • A minimum of three (3) years of hands-on experience implementing and maintaining curbside and roll-off services or a related role within the transportation industry, preferably within a local government.
  • A minimum of two (2) years of experience directing and supporting staff in a supervisory role
  • Experience de-escalating conflicts
  • Experience enforcing Standard Operating Procedures (SOPs) compliance for operational efficiency and safety
  • Professional driving experience utilizing a Class 3 Driver’s license with air endorsement
  • Experience working in a large-scale industrial, commercial, institutional or transportation setting
  • Experience providing customer service and resolving conflicts
  • An equivalent combination of education, training and experience may be considered.
  • Valid Class 3 BC Driver’s License with air endorsement
  • First Aid Level II (Intermediate First Aid) (applicants not possessing this will have 60 days from a start date to obtain this certification)

Hours of Work:
Guaranteed 40 hours of work per week, Monday to Friday. This position may be required to attend meetings during evenings and or on weekends.
Salary:
This position is unionized (USW Local 1-1937). The Step 1 wage rate is $37.11 per hour and the Step 2 wage rate is $39.43 per hour (2023 wage rates).
