JOB TITLE: Food Safety and Quality Assurance Officer CONTRACT TYPE: International Consultant, Level2 DIVISION/UNIT: Supply Chain and Delivery DUTY STATION (City, Country): Bangui, Central African Republic REPORTING LINE : Head of Supply Chain COUNTRY CONTEXT (to be completed by the CO: The World Food Programme (WFP) provides life-saving aid in the Central African Republic (CAR). With a significant part of the population facing acute hunger, the WFP's efforts focus on emergency relief, long-term resilience, nutritional support, and logistical assistance. Key initiatives in CAR include: Emergency Response: The WFP delivers essential food and cash assistance to vulnerable communities displaced by conflict, instability, and climate shocks, including a recent influx of refugees from Sudan. Early Recovery and Resilience: The WFP supports refugees and internally displaced persons (IDPs) in returning home and rebuilding their lives. Programs target the root causes of hunger and strengthen food systems through initiatives such as home-grown school meals. Nutritional Support : The WFP works with CAR’s Ministry of Health to combat malnutrition by providing nutritional assistance to children, pregnant women, and breastfeeding mothers. Specialized fortified foods are distributed to children under five to treat moderate wasting. Capacity Strengthening: The WFP enhances local capabilities by training government and community members in supply chain management and nutrition. This initiative fosters sustainable food systems and social safety nets, thereby reducing reliance on external aid. Support for Smallholder Farmers : The WFP assists smallholder farmers and communities by providing resources to improve productive assets. This initiative bolsters food security and productivity, with a particular emphasis on empowering women farmers who often supply food for local school meals. JOB PURPOSE This position of Food Safety and Quality Assurance is for the WFP Country Office in Bangui, Central African Republic. The role of the FSQA will be to effectively support the CO in its operations and programmatic activities especially on the integrating Food Safety and Quality Assurance System across all activities of procurement, logistics, operations, CBT, School Feeding, Smallholder Farmers, Food fortification, and other development projects. KEY ACCOUNTABILITIES (not all-inclusive) Under the general supervision and guidance of the Head of Supply Chain and with a functional reporting line to the Food Safety and Quality Assurance in RB/HQ, the Food Safety and Quality Assurance Officer will be responsible for the following key duties: Support the CO in food safety and quality assurance activities in the supply chain, procurement and logistics and provide support to programme (smallholder farmers, CBT, commodity vouchers, school feeding), food systems, nutrition. Act as the focal point for food safety and quality implementation in Programme. Create and maintain partnerships and collaborations with Private sector, NGOs, government, and UN (e.g., UNIDO, IFC, World Bank, SBs, CBs) agencies working on matters related to food safety and quality. Build relationships and collaborate with other WFP staff to establish standard operation procedures and tools that maintain, monitor, and verify food safety and quality along the WFP supply chain. Provide technical guidance and input to country office in the design and implementation of food fortification projects ensuring compliance with WFP food and safety requirements. Collaborate and support CO, RBs and HQ in the FSQ related subjects especially on emerging developments in the areas of food safety and quality, packaging materials, shelf-life studies, indigenous food fortification, and/or food product optimization to leverage the opportunities to source food locally. Monitoring of WFP food procurement through contracts review and execution: follow up on the imported foods for compliance, supervise the inspection company performing Q&Q services at SHF, follow-up maize meal production at Palm D’Or, supervise offloading at WFP facilities, and clear the food via FOSTER system. Implement a consistent food safety and quality assurance management scheme across different operations, incorporate various standards and procedures (SoPs), documents, guidelines, policies, and strategies, ensuring the consultations and management approvals are reached. Serve as the Food Safety and Quality focal point and lead capacity strengthening initiatives and guidelines liaising with internal and external stakeholders on matters related to food safety and quality. Support CO in Food Safety and Quality training initiatives, including material development, scheduling, and execution to ensure appropriate development that enable high performance. Develop and deliver training modules to WFP staff and external stakeholders on the key areas of food safety and quality control, food technology, food processing, food loss prevention and mitigation, to build local capacity in the processing and/or production of specialized nutritious foods such as fortified foods. Prepare accurate and timely reports that inform food risk assessment and management and contribute to a WFP-wide view of food safety and quality activities, enabling informed decision-making and consistency of information presented to stakeholders. Qualifications & experience required Education: Advanced (Master’s) degree in Food Science, Food Technology, Food Safety and Quality, Food Control, Nutrition, or other related field, or first university degree with 5 years of related work experience and/or training/courses. Experience: At least five (5) years of postgraduate progressively professional experience in food safety and quality assurance, quality control in a food factory, quality management systems, food supply chain management, food safety inspection and certification, etc. Technical Skills & Knowledge: Knowledge of food safety and quality management systems (i.e., ISO 22000, FSSC 22000, BRC, HACCP, etc.). Experience in industrial food production, food fortification and product optimisation, and stability testing. Knowledge in ISO, Codex standards, laboratory analysis, inspection, certification, laboratory accreditation. Proven ability and experience in conducting suppliers’ audits, incident management, product traceability. Ability to advise operations, logistics and procurement on food contracting, handling, and distribution. Demonstrated ability to develop and maintain effective work relationships with clients and partners. Excellent analytical skills, critical thinking, and detail oriented. Ability to work well in group situations and participate and contribute to a team effort. Ability to deal with people of different national, beliefs and cultural backgrounds. Good knowledge of UN system policies, rules, regulations, and procedures is an asset. Language: International Professional: Fluency in French (C) with an intermediate knowledge of English (B) is required.
