Description
Duties and Responsibilities:  1.1. Develop, implement, and monitor OHS policies and procedures in compliance with local legislation. 1.2. Conduct regular site inspections and risk assessments to identify hazards and ensure safety standards. 1.3. Investigate incidents, accidents, and near-misses; compile reports and recommend corrective actions. 1.4. Maintain accurate records of inspections, incidents, and safety training. 1.5. Coordinate and deliver health and safety training and induction programs for staff and contractors. 1.6. Ensure the use of personal protective equipment (PPE) and enforce its compliance. 1.7. Work with managers and staff to ensure safe systems of work are followed. 1.8. Liaise with regulatory bodies, emergency services, and external safety consultants as required. 1.9. Participate in emergency response planning and drills. 1.10. Promote a safety-first culture across the organization. 1.11. Develop and deliver engaging, compliant safety training courses (e.g., inductions, manual handling, working at heights, confined space, risk assessment). 1.12. Conduct refresher training and toolbox Talks regularly across all levels of the workforce. 1.13. Tailor training materials to meet specific industry, site, or job requirements. 1.14. Promote a proactive safety culture through communication, awareness programs, and engagement initiatives. 1.15. Assess training needs and competencies in collaboration with operational teams and HSE personnel 1.16. Evaluate training effectiveness through assessments, feedback, and on-site observations. 1.17. Support incident investigations with training recommendations and root cause analysis. 1.18. Participate in audits, compliance reviews, and continuous improvement initiatives related to safety culture. 1.19. Mentor and support junior HS staff and site safety officers. 1.20. Advise management on current health and safety legislation and best practices. 1.21. Prepare and submit safety reports, KPIs, and trend analyses to management. 2. Compliance with Safety Regulations, National Traffic Regulations, and Organizational Requirements. 2.1. Verify that all equipment meets industry safety regulations, AML policies, and national/international inspection standards (e.g., ISO 9001, ANSI, OSHA, and local mining safety regulations). 2.2. Investigate accidents or incidents involving equipment to determine root causes and implement controls to prevent recurrence. Develop risk mitigation strategies based on findings to ensure continuous improvement in equipment safety. 3. Continuous Improvement 3.1. Keep updated on the latest equipment, health and safety laws, regulations, and technological advancements in the mining industry and the best inspection practices. Proactively integrate new industry best practices into AML’s inspection framework to enhance equipment reliability and worker safety. 4. Collaboration with Other Departments 5. Work closely with other departments, such as operations and safety, to ensure a coordinated approach to equipment maintenance and safety. Facilitate regular safety meetings and joint inspections with operations and maintenance teams to improve overall workplace safety. Qualifications / Experience / Knowledge Bachelor’s degree or diploma in Occupational Health and Safety, Environmental Science, Engineering, or related field. • 3–5 years of practical experience in a health and safety role • OSHA/NEBOSH Certification (for safety compliance). • Knowledge of ANSI, EN, and ISO standards for equipment safety and inspection. • Demonstrated experience delivering training, toolbox talks, or safety inductions. Core Competencies / Skills Ability to identify defects, analyze risks, and recommend corrective actions. • Excellent communication, leadership, and report-writing skills. • Strong analytical and problem-solving capabilities. • Proficiency in inspection tools and diagnostic equipment. • Report writing skills for documentation and compliance reporting. Proficiency in Microsoft Office Suite and safety management software. This is what we believe it takes to be the steel company of the future.  ArcelorMittal Liberia (AML) is operating inside Liberia since 2006, where we are employing approximately 1600 employees and about 1000 contractors mainly in the area of security as well as in transactional manual work like Bush cutting keeping the railway and our concession area free of natural overgrowth, as well as putting tarpaulins on the railcars etc. In Liberia we are running operations, spread over three locations, our harbour, and our Main offices in Buchanan, and the Nimba region the mines, existing of multiple mining locations at Tokadeh, Gangar and Yuelliton and a Crushing plant and rail loading facility, serviced by our own accommodation settlement in Yekepa. These locations are all connected with a 260 km Railroad, operated, and managed by AML, as per the MDA between ArcelorMittal and the government of Liberia. Currently 5 mtpa iron ore (DSO -Direct Shipping Ore) are produced, which will be phased out in the next few years and replaced with Iron Ore Concentrate. The Phase 2 project aims to increase export of Iron Ore to 15 mtpa (concentrate). This was restarted end 2020 after it was put on hold in 2014 due to Ebola outbreak in. Significant civil construction work was already well advanced when the project was put on hold. Phase 2 of the project consist of an iron ore concentrator at the mine, rehabilitation and upgrade of Rail line, and a new iron ore bulk handling terminal in the port.
