Description

OVERVIEW

We are seeking a Maintenance Program Management Contractor to assist with managing a $6M maintenance program at USNMRTC Yokosuka and its branch clinics. This role ensures proper planning and execution of maintenance operations and involves close coordination with NAVFAC, NHY, USACE, and other support units. The position reports to the Facility Management Department Head. This is an exciting opportunity for someone who wants to experience an opportunity to work out of Yokosuka, Japan!

Qualifications:

  • High school diploma required; degree in Engineering, Architecture, or related field preferred. OSHA 30-Hour certification required; CHFM preferred.
  • Minimum 5 years in facility maintenance, including 2 years in a healthcare or hospital setting. Supervisory or team leadership experience required.
  • Strong understanding of HVAC, electrical, plumbing, life safety, and medical gas systems. Familiar with TJC, NFPA, and local/state codes.
  • Proven ability to manage preventive maintenance programs, work order systems, contractor coordination, budgets, schedules, and emergency repairs. Strong communication and problem-solving skills

Responsibilities
  • Independently supports Facilities Management by investigating and resolving issues related to building systems design, installation, maintenance, and repair; coordinates solutions with stakeholders.
  • Oversees preventive and corrective maintenance contracts, building utilities, and property systems. Conducts facility inspections to identify and classify maintenance needs for action.
  • Manages Work Orders (WO) and Work Requirements (WR), develops scopes of work, coordinates schedules, and liaises with NAVFAC, USACE, and other agencies for execution.
  • Works with the Facility Manager on maintenance planning and budgeting, partners with DSS and FOS to prioritize repairs, and oversees corrective maintenance and multi-project coordination including outages, inspections, and contractor activities.
