The Maritime and Coastguard Agency (MCA) is an Executive Agency of the Department for Transport, providing multiple statutory functions as flag, port and coastal State and delivering international obligations for search and rescue, environmental protection and responding to major maritime incidents. The Finance function is a key enabler for the Agency to ensure we can deliver against this remit.
The Management Accounting team is part of the Strategic Finance team, sat within the Corporate Services Directorate. Strategic Finance is responsible for managing the medium-term financial plans of the Agency and ensuring that its c. £500m total budget is deployed in an efficient and value for money way.

JOB DESCRIPTION

The Management Accounting Manager’s purpose is to lead the management accounting team, take full ownership of month end activities and review financial reports to ensure they meet the needs of budget holders. Consolidate Directorate level reports, to provide an oversight of the financial position of the MCA as a whole. Working closely with MCA’s Finance Business Partners, to add valuable insight to monthly reporting and support them in their roles.

Your responsibilities will include, but aren’t limited to:

  • Leading the Management Accounting team, and providing effective team management.
  • Taking ownership of month end activities and reporting, overseeing all month end activities and tasks, ensuring a smooth process.
  • Ensuring the management accounting team delivers reporting activities in a timely manner and to the required standard.
  • Collate monthly financial reporting for MCA’s budget managers, Executive Committee and the Department for Transport
  • Lead the management accounting team to provide support for ad hoc finance tasks as required within the MCA.

WORKING HOURS, OFFICE ATTENDANCE AND TRAVEL REQUIREMENTS

Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

QUALIFICATIONS

Qualified or part qualified CCAB or equivalent or CIMA, with significant relevant experience in management accounting, budgeting and forecasting.

Responsibilities

To be successful in this role you will need to have the following experience:

  • Advanced Excel skills and financial analysis.
  • Experience in a management accountant role, or a finance role with transferable skills.
  • Experience of line management and building working relationships with colleagues at a senior level, both internal and external.
  • Current knowledge and practical application of financial management techniques and financial reporting requirements as included in Treasury’s Managing Public Money, the Government Financial Reporting Manual (FReM) and International Financial Reporting Standards (IFRS).
  • Confident in working on own initiative, as well as working alongside various stakeholders including but not limited to non-finance staff, budget holders, Directors and senior managers
