The Department of Revenue is seeking a highly skilled and motivated Business Project Manager to lead critical projects that advance the agency’s operational effectiveness, service delivery, and implementation of legislative mandates.
This position is responsible for providing strategic leadership, coordination, and oversight for high-priority projects that may have agency-wide, multi-divisional, or statewide impact. The role requires collaboration with internal teams across multiple business areas, MN.IT services, other state agencies, and external vendors or stakeholders.
Ideal candidates will bring strong project management, communication, and facilitation skills, along with a commitment to continuous improvement and innovation within government operations.

This position is eligible for hybrid telework. Effective June 1, employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location.
Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.

MINIMUM QUALIFICATIONS

  • Project and Program Management: At least three (3) years of full-time equivalent professional experience managing projects or programs, including responsibility for planning, coordination, and successful delivery of complex, cross-functional initiatives.
  • Business Process Improvement and Change Leadership: Proven experience leading major business improvement or organizational change efforts, with a focus on delivering measurable outcomes and improving how work gets done.
  • Advanced Communication Skills: Exceptional ability to communicate clearly, concisely, and effectively with diverse audiences—including executive leadership, stakeholders, and technical or operational teams—to support decision-making and project success.

PREFERRED QUALIFICATIONS

  • Project Management Training or Certification: Has a PMP® certification or has completed project management training or coursework.
  • Knowledge of Project Approaches: Familiar with Agile, hybrid, or other flexible ways of managing projects.
  • Change Management Experience: Has a Prosci® certification or similar training and has used change management practices to help teams and organizations through transitions.
  • Experience in Large Organizations: Has worked in big or structured organizations and knows how to work within their processes and systems.
  • Building Relationships: Skilled at working with people at all levels—from front-line staff to leadership—and building strong working relationships.

PHYSICAL REQUIREMENTS

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

ADDITIONAL REQUIREMENTS
