The US base salary range for this full-time position is $40/hr + benefits. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target for new hire salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

SUMMARY

Center for Scientific Review (CSR) performs a wide range of information technology-driven and support activities to further CSR’s mission as the portal for NIH grant applications and their review for scientific merit. CSR receives approximately 100,000 grant applications per year and organizes peer review groups or “study sections” that evaluate research grant applications submitted to NIH. CSR additionally receives and coordinates the review of grant applications of other operating divisions within the US Department of Health and Human Services (DHHS).
CSR’s mission is to ensure that NIH grant applications receive fair, independent, expert, and timely reviews, so ultimately NIH can fund the most promising research. These applications are reviewed by study sections administered by CSR’s 27 branches which are presently organized into 5 CSR divisions. Approximately 470 Scientific Review Officers (SROs) coordinate the activities across the 27 branches, with assistance from administrative support staff. The SROs work in partnership with the scientific community to ensure that each scientific review group (study section) identifies the most meritorious science for recommended funding by the NIH’s Extramural Institutes and Centers.
Because grant applications must be processed within very specific timeframes to be considered for funding, flexibility in our workforce is essential. If the applications are not processed within a timely manner, proposals may not be paid out and investigators may be forced to suspend projects. They may also furlough existing laboratory staff when renewal grants are not promptly funded.
Responsibilities:

Support services for the operation of the CSR divisional branch activities that shall be performed by the individuals under this contract include but are not limited to:

  • Support of Scientific Review Meetings
  • Coordinating overtime requests for contracting staff working in review branches when in-person meetings resume
  • Preparing travel for both local and out of town meetings (Within the US and US Territories)
  • Create meetings in Committee Management system
  • Handle setup for meeting (folders, visitor sign in, tent cards)
  • Attend Peer Review Meetings to support the SRO
  • Post meeting support to the SRO
  • Support for Video Assisted Meetings (VAM)
  • Support Services for the Operation of the Division of Receipt and Referral (DRR)
  • Electronic receipt and processing of grant applications
  • DRR Quality Analytical Activities
  • Administrative office support services for the Office of the Director
  • Transition Planning
  • Transition-in plan: work with the COR and incumbent contractor to establish a work plan, for the first month of the award, to transition all relevant information and any existing contractor, and ensure the smooth transition of services with minimal to no gaps in service
  • Transition-out plan: provide a plan for the outgoing transition of the work and materials to a follow on contractor or to a Government entity. Assist the Government in planning and implementing a complete transition.
