JOB SUMMARY

Job Description: MESMO Inc. (MESMO) has a job opening for an experienced Management Consultant III - CBRN Surety Analyst to provide timely support to its current contract. The successful candidate will provide continuous support to an Army client that includes study and assessment of U.S. government (USG), Department of Defense (DoD), Joint, and Army chemical, biological, radiological, and nuclear (CBRN) surety policy issues, to include determining the impact of CBRN surety on Army operations, plans, force structure, training, and resources.

QUALIFICATIONS AND SKILLS

Education / Experience: Bachelor’s Degree in a field associated with Combating WMD (e.g., International Studies, National Security Studies, Biochemistry, Physics, Nuclear Engineering) OR Three (3) years in strategic analysis, policy formulation, or program oversight associated with Combating WMD or a related field, with demonstrated emphasis on Consequence Management.

Responsibilities
  • Operations, program management, and information technology staff support to the client to assist the office in the execution of its responsibilities for developing CBRN surety policy using database management computer systems; collecting, analyzing, presenting, communicating, and filing information related to CBRN surety policy, implementation and compliance planning; and attending meetings, conferences, and briefings, as required.
  • The candidate may also be assigned special studies and research and analysis topics pertaining to CBRN surety-related matters.
  • The candidate is expected to review and provide comment on USG, DoD, and Army documents and publications related to CBRN surety, including CBRN-related safety, security, safeguards, inspections, transportation, accountability, and personnel reliability.
  • Monitor and continuously assess all CBRN surety-related USG policies to ensure Army equities are appropriately protected and in compliance with applicable guidance.
  • Support revisions to and implementation of Army CBRN surety guidance including Army Regulation (AR) 50-5, AR 50-6, Department of the Army Pamphlet 50-5, the AD for chemical accident and incident response, and DoD Instruction 5210.65. Revision support includes, inter alia, recommending draft language for the publications, establishing and participating in working groups, coordinating draft policy with Army stakeholders, serving as a technical liaison between Army laboratories and policy makers, and coordinating with the Army.
  • Publishing Directorate to publish the revised document. Implementation support includes, inter alia, reviewing requests for exceptions to policy and recommending a draft response, reviewing and drafting response memorandums to requests for surety status termination, providing support to Army stakeholders with the surety management review visits, participating in meetings with Army stakeholders to maintain an understanding of relevant Army stakeholder operations and policy impacts.
  • Additional duties include:
  • Personnel Reliability Program (PRP) – compile annual chemical and biological PRP Status Reports from Army Commands (ACOM), Direct Reporting Units (DRU), and Joint Program Executive Offices (JPEO) for submission to Office of the Secretary of Defense (OSD).
  • Chemical Agent Accountability Reports – conduct a semiannual Compliance Review of Chemical Agent Accountability Reports in accordance with the requirements in AR 50-6.
  • Website Review – monthly review/update of CBRN Safeguards portion of the division webpage; requires knowledge of SharePoint (i.e., program utilized to update Army sites).
  • Army Watch Updates – quarterly update of the CBRN Incident Books located in the Army Watch within the National Military Command Center. Candidate will also update POC lists and references as appropriate. Conduct policy, procedural, or formatting changes, and develop proposed revisions to the CBRN Incident Books.
