Employment Type: Full-Time Contract (Remote, 7 Months)

JOB DESCRIPTION

Total Systems Solutions Consulting Inc. is recruiting a highly experienced Organizational Learning and Development (L&D) Specialist with expertise in Oracle HCM Cloud and Organizational Change Management (OCM). The selected candidate will support our public sector client, BC Transit, in delivering training, adoption strategies, and learning programs as part of a province-wide Oracle HCM Cloud transformation.
This is a hands-on role responsible for driving user readiness, engagement, and knowledge transfer. The specialist will collaborate with project management, functional, technical, and business teams to deliver high-quality learning solutions that ensure effective user adoption of the new Oracle HCM system.

Requirements

  • Bachelor’s degree in Education, Organizational Development, HR, Instructional Design or related field.
  • Minimum 10 years of experience in Learning & Development and/or Organizational Change Management (OCM).
  • Demonstrated experience in Oracle HCM Cloud implementations, ideally in large organizations.
  • Proficiency in instructional design methods and modern delivery techniques such as microlearning and virtual facilitation.
  • Proficiency with learning development tools (e.g., Articulate, Captivate, LMS platforms, MS Office).
  • Strong understanding of adult learning principles.
  • Excellent stakeholder engagement, facilitation, and communication skills.
  • Experience in public sector or unionized environments is preferred.
  • PROSCI Change Practitioner or equivalent OCM certification is an asset.
  • Nice to have: Experience implementing position management in organizations with 500+ employees

Responsibilities
  • Lead the development and execution of the Learning and Enablement Strategy for Oracle HCM Cloud.
  • Design and deliver comprehensive training materials (eLearning, job aids, user guides, instructor-led content).
  • Develop a training plan informed by change impact analysis and competency gap assessments.
  • Establish a Super User program to ensure sustained internal training capabilities.
  • Ensure alignment between Organizational Change Management and learning strategies.
  • Manage training content repositories and update materials in line with system enhancements.
  • Evaluate training effectiveness through metrics, surveys, and adoption tracking.
  • Integrate training timelines with project testing, data migration, and go-live milestones.
  • Provide ongoing status reports to the project team and other stakeholders.
