REQUIREMENTS

  • Bachelor’s degree in information systems, computer science or related technical field or equivalent work experience. (Typically six years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor’s degree.)
  • Eight years experience in programming or systems analysis, including three years supervisory/management responsibilities.
  • Knowledge of IT terms, equipment, systems, functions and major vendors.
  • Effective oral and written communication skills, including presentation skills.
  • Effective interpersonal skills and customer relationship skills.
  • Effective analytical, problem-solving and decision-making skills.
  • Project management skills; the ability to prioritize and handle multiple projects concurrently.
  • Depending on the scope of applications managed the position may require maintaining proper CIP credentialing for access to critical assets.

Responsibilities

GENERAL PURPOSE

The manager, applications development is responsible for the suite of complex computer applications. The manager will manage directly and indirectly application developers so the needs of the business unit are met timely with application technology.

RESPONSIBILITIES

  • Leads the evaluation of user requests for new or modified computer programs to determine feasibility, cost and time required, compatibility with current systems and computer capabilities. Consults with user to identify current operating procedures and clarify program objectives. (25%)
  • Manages teams in the cost estimation, design, coding, testing, documenting, implementation and maintenance of a suite of complex application programs. (20%)
  • Verifies the quality of advanced system analysis and design functions. (15%)
  • Manages staff in research and fact-finding to develop or modify application programs. Includes negotiating with vendors to review quality, adaptability and compatibility of their products and levels of service they provide to the company. (10%)
  • Participates in technology strategy planning and in making technology choices. (5%)
  • Prepares written status reports for management on staff utilization and budget conformance. (5%)
  • Communicates with senior management and business units to assure that information systems and technologies are provided, improved and replaced as required. Manages the systems and technology development priorities. (5%)
  • Develops and maintains ongoing relationships with hardware, software, consulting and employee resource vendors to ensure that the company’s systems are adequately supported and external influences on the company’s systems are understood and used in planning. (5%)
  • Performs administrative activities necessary for the effective management of the department, including employee safety, selection and development of employees, pay administration, budget administration, employee counseling and motivation, organization goals and objectives and planning, organizing, integrating, measuring and reporting the work performed within the department. (5%)
  • Performs additional responsibilities as requested or assigned. (5%)
