The opportunity We are seeking a Manager Billing and Claims to lead the end-to-end design, governance and performance of billing and claims across our Energy & Utilities business.   Reporting to the Head of Support Services Hub, this is a senior leadership role responsible for a national function supporting a complex portfolio exceeding $3 billion annually. You will lead a team of 4–6 direct reports (20+ indirect) and partner closely with Finance, Commercial, Operations and Project teams across Australia.   This is a high-impact role where you will shape how billing and claims are delivered across the business ensuring accuracy, compliance, and strong commercial outcomes, while designing scalable frameworks to support continued growth.   What you’ll do * Lead billing and claims governance across a $3B+ portfolio, ensuring accuracy, compliance and strong financial control  * Design and implement national frameworks, processes, and standards to drive consistency and best practice  * Partner with senior stakeholders to optimise cash flow, revenue assurance, and claims outcomes  * Oversee complex claims, disputes, and risk mitigation in a commercially balanced manner  * Lead, develop and uplift a high-performing team within a hub-based operating model    What we offer * Exposure to senior leadership and enterprise-wide influence  * Career progression and internal mobility opportunities across a Tier 1 organisation  * Access to Perks@Downer (financial, travel & wellbeing discounts)  * Leadership development programs including THRIVE and EmpowHER  * A strong people-first culture focused on safety, wellbeing and continuous improvement  * The opportunity to shape and lead a critical national function in a growing business    What we are looking for * Tertiary qualification in Accounting, or a related discipline (required) * Proven experience leading billing, claims, commercial or finance functions in a large, complex organisation  * Strong understanding of contractual frameworks, financial controls, and governance  * Experience managing high-value, high-volume portfolios and driving process standardisation  * Advanced stakeholder engagement skills with the ability to influence at senior levels  * Commercially astute, data-driven, and confident operating in high-risk, fast-paced environments    About Energy & Utilities… Downer's Energy & Utilities business unit is an integrated trans-Tasman team, providing services and solutions that connect communities to essential networks and infrastructure.
