Job Summary
The Manager, Bridges and Structures - Special Projects is responsible for directing and handling capital construction projects outside of the scope of CN’s Capital and Maintenance programming for the Bridges and Structures group. The role ensures that all work is carried out in accordance with sound engineering practices, approved railway standards, latest industry best practices, with full safety and regulatory compliance, and the CN operating plan. Close coordination with the Design and Construction team as well as engaging input from the Bridges and Structures team are inherent to the role.

Main Responsibilities

  • Assume leadership on special projects in general but particularly on major high profile and visibility projects
  • Negotiate agreements with third parties related to the special projects, to ensure CN interests and reputation are protected
  • Work with CN Public Affairs to ensure they are aware of the project progress and help them answer media questions on the highly political projects
  • Ensure completion of projects on-time and on-budget
  • Direct the preparation of plans and specifications of tender documents for construction and procurement of materials
  • Provide leadership to consultants and CN staff to ensure constant momentum of special projects
  • Direct the project management, regulatory and permitting tasks, consultant assignments, and engineering program for the special projects
  • Co-ordinate environmental permitting for construction projects
  • Prioritize work and update financial expenditures
  • Direct the review of engineering plans and specifications for constructability
  • Prepare and review tender documents and oversee the selection and award of contracts engaging external contractors and consultants
  • Review and approve all consultant assignments and change orders
  • Direct the preparation, review and approval of all consultant fees and invoices
  • Coordinate work with Track Services, the Signal department, Network Operations, Transportation, Real Estate, Public Affairs, and Legal
  • Take appropriate action to correct unsafe conditions and behaviours
  • Provide on-site oversight of special projects to ensure contractors, consultants, and other stakeholders execute the work safely and per specification
  • Oversee consultant project management staff that provide daily on-site support to the special projects

Working Conditions
The role is performed in a combination of office and field environments in various weather conditions with a regular work week from Monday to Friday. The role requires being available on-call 24/7 to respond to critical incidences. The incumbent is required to walk on uneven ground, climb up steep embankments, and walk long distances. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires regular travel (up to 50%) across Western Canada where special projects are located, with potential to be away for periods of time depending on the projects being delivered.
Requirements
Experience
Bridges and Structures

o Minimum 5 years of experience in bridge design, management and construction

  • Experience overseeing consultant and contractor staff
  • Project management experience

Education/Certification/Designation

  • Bachelor’s Degree in Civil or Structural Engineering
  • Professional Engineer Certification (P.Eng)
  • Valid Driver’s License
