About the role In this role, you will provide strong, authentic people leadership to a highly skilled multidisciplinary team of technical specialists. This role requires the ability to coach, enable and support subject matter experts, build on an existing strong team culture, and provide clear leadership in complex and evolving environments. This people leadership extends beyond the immediate team, playing a critical role across the Strategy & Performance Department in ensuring alignment, collaboration, capability uplift and shared ways of working.  The Manager Change & Service Innovation role leads the development and delivery of strategic initiatives that reimagine and transform services, strengthening the organisation’s ability to adapt and respond to the evolving needs of the community. With a strong focus on effective change management and service innovation, the Manager plays a key role in building organisational capability, trialling and implementing new service approaches, and embedding innovative practices across the organisation. Working closely with the CEO, Executive Leadership Team (ELT), Senior Leadership Team (SLT), and staff across all directorates, the role ensures new ways of working are thoughtfully designed, effectively implemented, and deliver lasting value for both the organisation and the community. Key responsibilities include: * Manage and coach a team of professionals ensuring that they feel valued, have the necessary resources and support to succeed and develop in their roles. * Lead and inspire a multidisciplinary team ensuring collaboration across disciplines to maximise impact. * Provide subject matter expertise and advice to CEO, ELT, Councillors and other relevant stakeholders in areas of expertise to support data informed decision making. * Manage all aspects of the business unit’s resources and budget planning for effective operations; regularly tracking and reporting on performance against departmental goals. * Manage the organisation’s overall change portfolio of strategic programs of work and business as usual activities with strong stakeholder engagement strategies to actively understand the change needs in the business, identify change readiness, resistance, and risks. * Develop, deploy and embed a structured change management methodology, processes and tools to create strategies to drive and facilitate successful strategies to uplift organisation’s way of approaching, implementing and adopting of change initiatives. * Manage all change-related project activities including identifying and responding to any strategic risks and or issues that may impact the change by responding to and developing options in a changing environment. * Lead the development and application of service design and innovation methodologies to reimagine services and create models that are accessible, sustainable, and responsive to community needs. * Translate service review and strategic planning insights into redesign initiatives, ensuring findings are acted on through practical, well-designed service changes that can be adopted, measured, and sustained. * Champion a culture of innovation and curiosity, ensuring service redesign is not limited to efficiency but also focused on improving equity, access, quality, and long-term community outcomes. Essential Experience: * Extensive exposure to change management, innovation and or service design in a similar position. * Strong people leadership skills, with the ability to inspire, influence, and motivate a diverse workforce while fostering a positive, high-performing culture. * Highly developed analytical and critical thinking abilities, translating complex information into clear insights and practical solutions for organisational and community challenges. * Highly effective communicator, with proven skills in negotiation, writing, and public speaking to influence stakeholders and drive outcomes. * Solid experience in business planning and management, including budgeting, financial oversight, resource allocation, and performance reporting aligned to strategic goals and KPIs.
