Responsibilities

ROLE RESPONSIBILITIES

Reporting to the Director, Community Recovery Service (CRS), the Manager, Community Recovery Services South and Central leads the initiation, coordination, and administration of Hazard Assistance and Resilience Programs (HARPS), legacy Disaster Recovery Programs and Municipal Wildfire Assistance Programs, and other conditional grant agreements targeted to response and recovery costs of local authorities, small business, and residential applicants. In this position you will manage the planning, operations, and reporting of a team that includes Engineers, Evaluators, Team Leads, Case Managers, and File Review Specialists adjusting resources as needed to achieve business goals and priorities. You will also ensure that consolidated reports and updates are provided to the Director, CRS, to inform branch planning and priorities. This position is responsible for procurement and management of third-party contractors, which assess damaged infrastructure in order to meet the Safety Standard and Legal requirements of the above-mentioned guidelines.
This position also ensures that advice, information, and recommendations related to funding requests, and municipal projects are provided to Managing Director, Deputy Minister, and Minister to inform decision-making and broader disaster recovery planning and transformation.

THE MAIN RESPONSIBILITIES OF THIS POSITION ARE, BUT NOT LIMITED TO:

  • Manage implementation and administration of HARPs, including financial payments and assessment of damages, in line with provincial and federal legislation, guidelines, and agreements.Provide a one-window approach to recovery services (funding and advice) to applicants (Local Authorities, Small Businesses, and Individual Albertans) recovering from disaster from initiation to closure and provide support to other parts of AEMA during activations.
  • Collaborate with other CRS Managers and Director, and across the Recovery Branch, to strategically lead resolution of program administration challenges and operations in line with AEMA, department and GoA policies, priorities, and programs.
  • Manage the procurement of third-party contractors.
  • HARPs are managed as per the DRR (Disaster Recovery Regulations), the Disaster Assistance Directives (DAD), and the Disaster Financial Assistance Arrangements (DFAA). DRPs are administered under the Disaster Assistance Guidelines.
