The Lands Branch is responsible for land tenure and allocation management, planning, program delivery, and policy on lands administered under the Crown Lands Act. The Planning Section provides Crown land planning and management expertise and services to clients while working with other governments, Indigenous communities, agencies, industry, and community stakeholders.
The Branch is seeking qualified candidates to fill the position of Manager, Crown Land Planning.
This position will be based out of Neepawa or Winnipeg.

Conditions of Employment:

  • Must be legally entitled to work in Canada
  • Must possess and maintain a valid MB class 5I/5F driver’s licence (without restrictions).
  • Must be willing and able to travel to rural, northern, remote and/or Indigenous communities throughout the province, by various means, with occasional overnight stays.
  • Must be physically capable of performing duties and functions of the position including walking over rough terrain, lifting up to 30 lbs., and occasionally working in inclement weather conditions.
  • Must be willing to work overtime as required.

Qualifications:

Essential:

  • Post secondary degree or diploma in Planning, Rural or Northern Development, Natural Resources Management, Environmental Science, or an equivalent combination of education, training, and experience may be considered.
  • Experience managing staff and leading remote teams, including recruitment and retention, performance and attendance management and allocating work.
  • Experience relating to the research, development and implementation of land planning and management initiatives.
  • Experience interpreting and implementing land-based legislation/regulations and determining policy requirements.
  • Strong analytical, critical thinking and problem-solving skills with the ability to provide recommendations based on research.
  • Excellent written communication skills with the ability to compose clear, concise documents including analytical reports to a variety of audiences.
  • Experience in organizing and facilitating both in-person and virtual public engagement and consultation initiatives.
  • Strong interpersonal skills with a high degree of emotional intelligence and the ability to work in a team environment.
  • Excellent organizational and time-management skills including the ability to manage multiple priorities with competing and tight deadlines.
  • Excellent verbal communication skills.
  • Proficiency with computer software including Microsoft Office (Word, Excel, Outlook, and PowerPoint), Geographic Information Systems (GIS) and ArcGIS Online (AGOL). Relevant experience using other software programs including data management software may be considered.

Desired:

  • Experience interpreting and applying policy, legislation, and / or regulations such as: The Crown Lands Act, The Planning Act, The Municipal Act, and The Environment Act.

Duties:
Reporting to the Director, the Manager, Crown Land Planning is responsible for developing and implementing provincial Crown land planning, operational land use policies, including but not limited to providing advisory and support services to advance Crown land management and policy development. The work also includes Crown-Indigenous consultations, cross-departmental collaboration, including fostering relationships with Indigenous communities, the public and other stakeholders that have an interest in Crown lands.
