Manager (Data and Operational Analytics), Global Data and Analytics Office Entity: Aga Khan University Location: Karachi Introduction to the Aga Khan University: Chartered in 1983, Aga Khan University (AKU) is a private, autonomous and self-governing international university with 13 teaching sites in 6 countries distributed across three continents. As an integral part of the Aga Khan Development Network, AKU provides higher education in several disciplines, carries out research pertinent to the countries in which it exists and has campuses, programmes and/or teaching hospitals in Afghanistan, Kenya, Pakistan, Tanzania, Uganda and the UK. Job Role / Responsibilities: Reporting to the Chief Information Officer and working closely with AKU Chief Data Innovation officer and AKU Chief Data Protection Officer, you will be responsible for leading all data governance and protection accountabilities and activities for the University’s operations. Additionally, you will also be accountable for all the reporting and analytics needs of the AKU Hospitals as well as providing support for Data Science activities across the university. You will manage a comprehensive governance program that meets the needs of all departments and functions across the University whilst ensuring compliance with country regulatory requirements. Further, you will ensure that all AKU data is governed, protected and secured, and in compliance with regulatory reporting obligations and accreditation requirements. You will also oversee all analytic needs for the AKU Hospitals, including data provisioning, integrity, quality, and reporting; delivering analytic reporting that is reliable, scalable, predictable, and available as per the needs of the individual Hospitals across the AKU community. Additionally, you will support Data Science activities across the AKU community particularly in the domain of data governance and protection. You will also be accountable for university-wide decision-making related to all aspects of data governance and protection and all analytic activities related to the office of the CMIO. Specifically, you will be responsible for: Data Governance and Protection managing, protecting, and ensuring the integrity and usefulness of university data identifying the sensitivity and criticality of the data. Ensuring that appropriate business processes are in place for keeping the data secure, maximizing data accuracy, and ensuring that responsible staff are trained to maintain data quality defining and delivering data governance priorities building teams, processes, and technical systems to support data governance priorities including training and certification of the AKU community supporting planning and governance to meet the data needs of the AKU community working closely with the Data Protection Officer and the CIO to ensure that the appropriate resources (staff, technical infrastructure, etc.) are dedicated to prioritizing data needs and setting/enforcing policies related to data management and use implementing university policies and ensuring compliance with country laws related to data governance acting as primary resource for issues related to data governance designating data stewards providing a secure infrastructure in support of the data. This includes, but is not limited to, physical security, backup and recovery processes, and secure transmission of the data implementing data access policies granting access privileges to authorized system users, documenting those with access and controlling level of access to ensure that individuals have access only to that information for which they have been authorized and that access is removed in a timely fashion when no longer needed ensureing system availability and adequate response time Installing, configuring, patching, and upgrading hardware and software used for data management, ensuring that system availability and response time are maintained in accordance with university policies and/or service level agreements. Analytics – Hospital Operations establishing the Analytics function focused on Hospital Operations leveraging the EHR and other Hospital systems delivering key operational dashboards and reports to drive data driven decision making within all the AKU Hospitals. translating AKU Hospital analytic needs to technical specifications designing and building data repositories, and data stores based on the needs of key Hospital stakeholders building data pipelines to power operational dashboards for use within AKU hospitals defining and designing logical and physical data models for reporting and analytics maintaining and supporting data analytics platforms analysing and organising data from operational sources in a manner optimised for analytics evaluating and improving existing BI systems collaborating with teams to integrate systems collaborating with the office of the CMIO to understand key requirements and needs for Hospital reporting designing, developing, and maintaining business intelligence solutions that meet the needs of the CMIO and key AKU Hospital stakeholders. Data Science Support – Collaboration with CDIO working closely with CDIO to support Data Science initiatives across AKU working with the Services and Delivery team for delivering Cloud and On premise environments that are secure and compliant with regulations that can be used to build out the Data Science platforms and Data Foundations to be used for research activities supporting Data Science Research activities with ecosystem partners to ensure data sharing is secure, governed and protected designing and implementing data governance and protection policies that are aligned with the Research project which include a Data Science component providing support in terms of documentation or other forms when required for Research Grant applications that are Data Science oriented. Eligibility Criteria / Requirements: You should have/be: a Post-graduate degree in Computer Science or Information Engineering; a background including statistics will be an asset an entrepreneurial mindset – you will roll up your sleeves, thrive on change, and get things done the traits to be a team player, coach, and referee all-in-one at least 7 – 9 years of experience in a leading Data Governance or Data Protection organisation within a fast-paced and complex environment across multiple geographies ideally in academics, and/or health-care delivery including driving change within a large, preferably academic, organizations a proven track record in the design, development, and implementation of data governance access and protection programs at a large complex organisation significant experience of building and leading a data governance organization or practice as well as successful experience evangelizing/advocating for data analytics especially for operational efficiency a strong track record of addressing the challenges of developing data products at scale especially in the domain of operational analytics the experience of building out products that can meet the needs of a wide set of user personas ranging from simple to complex needs the ability to define and prioritize initiatives while working cross-functionally, and managing complex stakeholder relationships strong references that speak to your ability to collaborate and communicate with stakeholders, hospital personnel, developers, data scientists, IT and researchers in an agile environment excellent verbal and written communication skills and the ability to communicate complex ideas in a clear and concise manner a genuine excitement for solving complex problems and strong sense of empathy for the challenges faced by LMICs.
