This role helps to foster self-reliance, care for the poor and the needy, and provide opportunities for giving and service by: helping members become economically and emotionally self-reliant; providing access to essential food and clothing items, helping members prepare for and respond to disasters; and providing humanitarian aid to relieve suffering; thus furthering the mission of the Church. The Manager, Development Counseling Services, is responsible for managing all activities of assigned field units in a defined geographical area of the world or along a defined functional area for a division within Welfare Services (Production & Distribution-Storehouse, Deseret Industries, Employment Resource Services, or Humanitarian Service).  The incumbent ensures that the annual service plan goals, government compliance and local church leaders' needs are met. The incumbent interacts with a wide variety of people, including division directors, managers of field operations, and various committees and boards. The incumbent leads, supervises, and motivates individuals to higher levels of performance and a working knowledge of welfare principles and services. The incumbent is self-starting, enthusiastic, and relates to others in a caring and sensitive manner.  The Mgr, Development Counseling Services role exists to support the mission and purpose of the Welfare and Self-Reliance Department and Deseret Industries Division. The purpose of this position is to implement strategy for field operations and maintain accountability to assignments and activities. The incumbent is responsible to: 1) ensure programs, policies and processes are implemented across multiple areas; 2) provide direct supervision and support to Development Counseling Region Managers; 3) consult with ecclesiastical leaders to ensure the system of support is in place to assist local units; 4) provide input to the annual plan and budget process; 5) provide training on Development Counseling initiatives, new processes and activities; 6) ensures quality assurance; reports metrics for accountability and performance. The incumbent is responsible to strictly enforce legal compliance standards and ethics; ensures employees are compliance with licensing qualifications and using appointed systems to record work; ensures HIPAA compliance. The Mgr, Development Counseling Services is responsible for the performance and development of each employee reporting to this position and possesses a strong knowledge base in gospel principles to govern the work.   Church employees find joy and satisfaction in using their unique talents and abilities to further the Lord’s work.
