REQUIREMENTS

Education

  • 3 year degree or diploma in Emergency/Disaster Management, Business Administration or a related discipline
  • Community Emergency Management Coordinator (CEMC) Designation by Emergency Management Ontario is required

Experience

  • 4+ years’ experience coordinating large-scale events or managing an organization’s response to complex emergencies
  • 4+ years’ experience in developing and overseeing large, complex projects, such as emergency management initiatives in a major public or private sector organization.
  • Supervisory experience in a fast-paced environment with conflicting priorities is an asset.
  • Experience in Incident Management System (IMS), Emergency Operations Centres, Emergency Response Planning, Municipal Emergency Management Program development and delivery

Knowledge, Skills and Abilities

  • Knowledge of related legislation including the Emergency Management & Civil Protection Act and its Regulations, Fire Code, related Municipal Bylaws, National Standard on Emergency Management and Business Continuity, Province of Ontario’s doctrine for emergency management, Occupational Health and Safety Act, etc.
  • Strong consultation, issue management, negotiation, facilitation, collaboration skills; networking and relationship building skills to bring together stakeholders both internal and external, develop effective partnerships and obtain consensus
  • Ability to work in an independent and self-directed manner and as a member of a team under pressure to meet deadlines
  • Must have a valid MTO class ‘G’ driver’s license in good standing and the use of a personal vehicle
  • Must be able to work outside of regular business hours (evenings and weekends)
  • Reliable with a good attitude and employment record

Responsibilities

Emergency Management:

  • Through innovative, strategic leadership and collaboration, ensures the City of Kitchener and its emergency operations facilities are in a continuous state of readiness in the event of a municipal emergency through ongoing planning, training, exercise, testing, and awareness initiatives
  • Guides the city’s emergency operations centre management team to ensure emergency preparedness and planning with the aim of ensuring a more disaster ready/disaster resilient community
  • Makes recommendations to key decision-makers including providing guidance to the CAO, Department Heads, Council in the event of an emergency or significant incident
  • Manages emergency situations and provides timely, relevant and accurate emergency information to the public
  • Develops instructional materials for the public and makes presentations to citizen groups to provide information on emergency plans and their implementation process and promotes the use of the community alerting system
  • Works collaboratively with Corporate Communications to develop prompt dissemination of accurate information to the news, media and the public
  • Serves on an on-call rotation with city-appointed alternate CEMCs

Business Continuity:

  • Drives the formulation of business continuation strategies for the city to assure their alignment with business continuity policies and corporate initiatives in partnership with departments, which includes Business Impact Analysis, Crisis Management Plan, Crisis Communications and Resumption/Restoration Plan
  • In collaboration with Cyber Security staff, conducts risk assessment of technological dependencies, aligns business recovery requirements and supports strategies to ensure effectiveness of business continuity plans
