The ADGM Registration Authority’s (RA’s) Monitoring & Enforcement (M&E) Division is responsible for monitoring compliance with and, where necessary, enforcing ADGM’s commercial legislation. ADGM’s commercial legislation includes the (non-financial) regulations and rules governing the incorporation, registration, commercial licensing, and operation of firms in the ADGM.
The Manager – Emerging Tech assists the Head in the day-to-day oversight of non-financial technology entities, including Tech Startups, AI and blockchain companies, and DLT Foundations (“tech companies”). The Manager also plays a key role in driving internal and external monitoring related projects. This role involves coordinating initiatives across ADGM and with external stakeholders. The Manager helps to conduct risk assessments, compliance assessments, management meetings, helps draft regulatory guidance and contributes to developing risk based regulatory frameworks for cutting edge technology related companies operating in ADGM.
The Manager reports directly to the Head – Emerging Tech Section and works closely with the Monitoring and Enforcement, Registration and Licensing, FSRA and Markets Divisions.
Operational responsibilities
- Daily Oversight and Operations:
- Assist the Head in the daily management of tech companies , including DLT Foundations .
- Oversee day-to-day operations, ensuring effective monitoring and compliance of tech companies, including DLT Foundations .
- Serve as the acting Head in their absence, ensuring seamless continuity of operations and decision-making
- Risk and Compliance Management:
- Conduct risk assessments and identify potential risks related to tech companies .
- Perform regular compliance checks and audits to ensure adherence to ADGM regulations.
- Assess compliance with applicable ADGM regulations for DLT, blockchain and tech entities.
- Support in providing input on developing and updating regulatory frameworks and conducting compliance checks.
- Foster relationships with internal and external stakeholders, technology partners, and regulatory bodies to ensure project success and strategic alignment.
- Monitoring and Evaluation:
- Implement proactive, risk-based monitoring of DLT Foundation licensees and tech companies.
- Monitor blockchain activities for compliance and risk management using advanced analytics tools.
- Provide guidance and input to Registration & Licensing Division on the tech company registration applications.
- Prepare detailed reports and high-quality presentations for senior management and external stakeholders.
- Regulatory Guidance and Development:
- Provide regulatory guidance to stakeholders, ensuring understanding and adherence to ADGM’s regulations.
- Assist in drafting regulatory guidance and frameworks for DLT, blockchain and tech companies .
- Contribute to capabilities for overseeing DLT and blockchain entities effectively and efficiently and create regulatory guidance for new technology companies such as AI firms.
- Project and Resource Management:
- Support and contribute to multiple internal and external projects, ensuring alignment with ADGM’s strategic goals.
- Coordinate and align initiatives and projects across ADGM and with external stakeholders.
- Assist in the preparation and management of the section’s budget, ensuring efficient allocation of resources.
Managerial goals
- Act as a key figure in a dynamic team, working closely with the Head, Emerging Tech.
- Maintain meticulous attention to detail in all aspects of regulatory oversight, compliance checks, and data analysis.
- Demonstrate autonomy in managing project timelines, deliverables, and stakeholder expectations, with a clear responsibility for project outcomes.
- Foster relationships with internal and external stakeholders, technology partners, and regulatory bodies to ensure project success and strategic alignment.
Information Security related
- Understand, adopt, adhere and practice responsibilities or controls as per ADGM Information Security policy and as per best practices explained in the induction and awareness sessions.
- Confidentiality, Integrity and availability of the ADGM Information shall be maintained at all times i.e. within as well as outside ADGM.
Education:
- A bachelor’s or masters’ degree in finance, business, law or technology, or a degree coupled with technology related certifications and/or experience essential.
- Additional certifications or courses in project management (e.g., PMP, PRINCE2) and compliance (e.g., CRCM, CCEP) are desirable.
Work Experience:
- Minimum 6-8 years of experience in a regulatory, supervisory, or technology-focused role.
- Strong understanding of DLT and Blockchain, including zK, DeFi, smart contracts, DAOs.
- Demonstrated leadership experience in the fields of DLT, AI, or other emerging technologies.
- Strong project management background and experience with project management tools.
- Experience with structuring data from different sources such as blockchain monitoring tools (Arkham, Chainalysis…), media monitoring (Meltwater, Hootsuite), and others.
- Deep understanding of the public interest role of regulatory bodies.
- Strong knowledge of regulatory/supervisory policies and frameworks.
- Ability to conduct risk assessments and recognise emerging trends early.
- Excellent internal and external stakeholder management skills.
- Proven ability to manage projects, plan strategically and execute organisational goals.
- Experience in a fast-paced, deadline-driven operational environment.
- Strong understanding of crypto markets and current trends, including knowledge of leading blockchain projects, DeFi protocols, and large crypto exchanges.
