MANAGER, EMPLOYEE & LABOR RELATIONS

Job Summary: The Manager, Employee & Labor Relations actively manages and performs Human Resources activities in alignment with CLP strategic goals, policies and practices. Functions as a people-oriented resource for all issues related to employee and labor relations; participating in and advising with various levels of issues including performance management, investigations, and policy and contract interpretation and administration. Develops and implements effective strategies to align organizational approach around employee relations, labor relations, performance management and employment practices. Manages employee and labor relations issues and communication, in accordance with relevant policies, practices, contracts and laws. Enhances the employment experience through effective employee relations and HR policies and programs, while providing knowledgeable and professional guidance to staff and management on relevant issues. Perform related Human Resources activities and other duties as assigned.
Location: CLP-Main, Pittsburgh, PA
Work Hours: Base of 37.5 hours per week; Generally 9am-5pm M-F, with availability for extended or additional hours as required.
Compensation: $80,000-$85,000/year, DOE

COMPETENCIES AND QUALIFICATIONS:

  • Ability to effectively present and communicate difficult subjects with a consistent and considerate approach to a variety of situations;
  • Ability to investigate and understand issues, apply all appropriate considerations, and develop strategy and communication to resolve situations in a fair and appropriate manner;
  • Excellent listening and comprehension abilities;
  • Excellent customer service, conflict resolution and interpersonal skills with the ability to communicate effectively and professionally, in both written and verbal form, including presentation skills;
  • Ability to accurately and effectively record and organize relevant information, including data management within various software and programs;
  • Ability to perform work activities requiring regular interaction with staff, management and the public, including consulting, instructing, negotiating and supervising;
  • Excellent organizational, planning and time management skills with the proven ability to meet deadlines;
  • Ability to understand and enforce privacy and confidentiality in appropriate activities;
  • Ability to prioritize appropriately, and work effectively both independently and with teams;
  • Ability to maintain confidentiality along with a positive, professional and cooperative attitude;
  • Possess solid understanding of human resources practices and principles, and applicable laws, regulations and theories;
  • Proficient with Microsoft Office Suite, HRIS, and other relevant software;

EDUCATION AND EXPERIENCE:

  • Five years of progressive Human Resources experience, including specific, relevant experience in the areas of employee relations, labor relations, employment, performance management, and other related functions;
  • Bachelor’s degree in Human Resources, Business Administration or related field;
  • Experience in a similar environment preferred, including providing support and guidance to staff and managers, and familiarity working within a union environment.
  • Or equivalent combination of relevant technical training, education, and/or demonstrated experience.

Responsibilities
  • Foster positive working relationships among employees and supervisors across the system, along with other contacts, both internal and external;
  • Provide guidance and interpretation to CLP staff and management on employment topics, policies, practices, collective bargaining agreements, and other related issues and concerns;
  • Manage, participate and provide guidance towards resolution during the corrective action and grievance processes, including communication with managers and union representatives;
  • Provide guidance to staff and management on a full spectrum of employee issues and inquiries, including performance, employment, career development, etc.;
  • Maintain knowledge and awareness of applicable laws, governmental regulations as well as other related concerns to ensure CLP compliance and consistency;
  • Maintain understanding and application of all union contracts and CLP policies;
  • Participate in system-wide training, workshops, committees; provide leadership and direction where appropriate;
  • Manages and prepares documents and records required and related to employee issues, meetings, and union-related assignments;
  • Responsible for gathering, maintaining and managing related documents, information and records;
  • Requires an elevated level of recognition for confidentiality, privacy and concern;
  • Work with other departments to maintain optimal communication and effectiveness;
  • Ensures organizational compliance with preparation of plans, policies, documents, and reports including EEO-1, affirmative action plans, organizational charts, agreements, and employee handbooks;
  • Assist the Director, Human Resources in the daily administration of other HR services;
  • Perform special projects or other duties as assigned.
