CLASSIFICATION SUMMARY: The Manager Energy Program is responsible for the department’s sustainability and operational efficiency by developing long-term energy roadmaps, transitioning to renewable energy, and ensuring strict compliance with all environmental regulations and building codes. The position oversees multi-million-dollar budgets, tracks greenhouse gas metrics, negotiates utility contracts, and analyzes facility usage via building automation systems to implement energy-saving upgrades and monetize operational by-products for maximum ROI. Additionally, the role manages and develops a technical staff, leads cross-departmental collaboration to embed cost-avoidance practices into daily business operations, and maintains strategic relationships with external vendors and critical facilities management to optimize performance and prevent operational outages. SERIES LEVEL: The Manager Energy Program is a stand-alone position. ESSENTIAL FUNCTIONS: (The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Develop and execute long-term energy roadmaps, including transitions to renewable energy (solar, battery storage, biogas for renewable electricity, wind, etc.) and carbon-neutral operations. Critical facilities management needs the information needed to lower costs, avoid outages, and improve operational effectiveness. Ensure the organization adheres to federal, state, and local energy regulations and building codes. Track and report on key metrics such as greenhouse gas emissions and energy intensity for stakeholders or annual reports. Monitor and analyze energy usage across MBEC facilities using building automation systems (BAS), energy management systems, and energy modeling software. Manage utility contracts and negotiate energy commodity pricing (electricity, natural gas, water). Lead energy audits to identify inefficiencies and oversee the implementation of conservation measures like pumps, motors, compressors, HVAC upgrades or LED lighting. Manages Staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations. Oversee multi-million-dollar energy budgets, conduct cost-benefit analyses for capital projects, and manage grants or tax incentives. Work with finance, engineering, operations, and maintenance departments to integrate energy-saving practices into daily business operations. Also analyze and implement processes that take advantage of by-products from daily operations and monetize them for a positive ROI. Implement processes and programs that provide positive cost avoidance and/or generate a positive revenue stream. Negotiate and manage relationships with energy service providers, consultants, and equipment vendors. Must meet regular attendance requirements. Must be able to maintain good interpersonal relationships with staff, co-workers, managers, and citizens. DEPARTMENT SPECIFIC DUTIES (if any): None MINIMUM QUALIFICATIONS: Bachelor’s degree in Engineering (Mechanical/Electrical), Environmental Science, or Business Administration supplemented with an Associate's Degree in Engineering (Mechanical/Electrical), Environmental Science, or Business Administration with ten (10) years of experience; or any combination of equivalent experience and education. LICENSING AND CERTIFICATIONS: Valid Driver’s License NABCEP (Associate) Certification preferred CEM Certification preferred Project Management Professional preferred LEED AP preferred KNOWLEDGE AND SKILLS: Advanced knowledge of commercial/industrial HVAC systems, LED lighting controls, and industrial equipment components (pumps, motors, compressors). Understanding of high-availability infrastructure requirements, redundancy, and outage-prevention strategies for sensitive operations. Proficiency with Building Automation Systems (BAS), Energy Management Systems (EMS), and energy modeling software (e.g., EnergyPlus, eQUEST, or RETScreen). Knowledge of federal, state, and local funding mechanisms, utility rebates, tax credits (e.g., Inflation Reduction Act incentives), and grant application processes. Ability to translate long-term governmental sustainability goals into actionable, multi-year energy transition roadmaps. Ability to manipulate large datasets from BAS/EMS systems to identify energy consumption anomalies, peak-demand charges, and efficiency opportunities. Skill in managing, mentoring, and developing technical staff; ability to conduct fair performance reviews and handle disciplinary actions or hiring.
