GENERAL DESCRIPTION:
The Manager, Environmental Technical Services provides leadership and management within Environmental Services, overseeing program and project management, automation management, and laboratory oversight. This involves managing a team of Program Managers responsible for environmental projects, procedures, and training; an automation team that safeguards SCADA systems for the Municipality’s Water and Wastewater Treatment Plants; and the delivery of laboratory and technical services.
The Manager aligns working groups with the overall Municipal Strategic Plan and manages the implementation of branch objectives as developed by the Director, Environmental Services. The Manager, Environmental Technical Services is accountable for ensuring high standards in project execution and service delivery, managing all administrative aspects of the area, ensuring regulatory commitments are met.
As a leader, the incumbent upholds the Municipality’s organizational values and is accountable for fostering a healthy, safe, respectful, and inclusive workplace. Leading by example, the Manager, Technical Services promotes the Municipality’s cultural competencies of personal accountability, continuous improvement, effective communication, collaboration, excellence in customer service, and support for common goals. Primary responsibilities of this position include:
Departmental Management: Assists with overall program service delivery. Manages through direct involvement in daily operations, budgeting, and strategic planning of the overall design and deployment of all branch initiatives. Researches, develops, and updates operational policies and procedures. Develops and implements performance measures that will provide clear objectives and goals to increase staff skills and knowledge in functional areas and build service potential. Ensures all programs are developed according to legislation, industry standards, and best practices. Collaborates with internal stakeholders to ensure consistency of service delivery standards across the Municipality. Anticipates and manages complex, sensitive, or politically nuanced issues while maintaining professionalism and confidentiality. Prepares briefing notes, presentations, and reports for leadership and Council on portfolio activities.
Leadership: Takes a lead role in developing and implementing innovative and practical approaches to branch initiatives to ensure all employees are working proficiently and effectively in a productive environment. Upholds standards in project planning, technical support, and delivery. Provides leadership, expertise, and advice to internal collaborators. Recruits, trains, and mentors staff. Leads staff in the delivery of advice, recommendations, and decision support. Maintains relationships and communications on behalf of the department and municipality with other government offices including, federal, provincial, Indigenous groups, and other municipalities. Collaborates with departmental leaders to define and prioritize programs in alignment with organizational strategies.
Implementation of Strategies: Develops business and resource plans to ensure effective environmental service functions for the Municipality. Engages interdepartmental and inter-agency coordination and cooperation on municipal operations matters. Participates in projects/committees that are related to corporate and community goals and objectives. Supports municipal environmental interests and public operations consistent with industry standards, practices, and provincial legislation. Develops and implements a technical services strategy for Environmental Services. Investigates and responds to concerns and requests for service.
