[What the role is] To assist Assistant Director (Field Governance) to ensure good governance of all financial and procurement matters across all grassroots organisations (GROs) in the assigned GRC. [What you will be working on] • Assist AD (Field Governance) in ensuring that the financial and procurement matters of the GROs are in compliance with the rules, procedures and accounting standards. • Perform role of Account Manager for the Constituency Offices (COs) and advise CO staff on financial and procurement issues. • Prepare the full set of accounts for the AACs, CCMCs and the sub-committees, including submission of quarterly GST returns and performs payment runs for outgoing GIRO payments. • Review of the GROs’ accounts and performs monthly reconciliation for Unified Point-of-sale (UPOS) for GROs. • Besides UPOS, there is also PA Customer Experiential System (PACES), Cross Business Unit (CBU) transactions which needs to be performed monthly. • Prepare for year-end closing and statutory audit for the GROs. • Assist AD (Field Governance) in working with HR/NACLI to ensure that the CO staff and GRLs are trained to handle finance and procurement matters. • Vet quotation and tender documents, including specifications and award minutes submitted by CO staff to ensure that they are in compliance with procurement rules and procedures. Vet grant schemes by the COs to ensure that they are in compliance with the correct approving authorities. Check if goods and services could be purchased through existing Demand Aggregation contracts in Grassroots E-Mart System (GEMS) and advise the CO staff accordingly. • Monitor all procurements (including small value purchases) and recommend to CO staff to aggregate within a CO level, where possible. • Liaise with Internal and External auditors for audits. The liaison part is done by ADFG and Senior Manager (Admin & Capability). • To monitor and review CDWF statutory submission to ensure accurate and timely submission.
