POSITION OVERVIEWS

Surrey Police Service (SPS) has an exciting opportunity for a Manager, Finance to join our Financial Services Section. Reporting to the Director, Finance, the Manager, Finance provides oversight and has accountability over financial operations (including accounting, accounts payable, accounts receivable and cash management) for Surrey Police Service (SPS) and supports optimization of SPS’s various financial processes, procedures and reporting requirements. The incumbent is responsible for successfully delivering projects and initiatives driven by ongoing reporting changes related to Canadian Public Sector Accounting Standards (PSAS), legislation, business operations, and internal controls.
The manager will prepare financial statements, lead financial audit processes, analyze complex financial transactions, provide internal customer service, leadership and support SPS’s financial operations. The manager will utilize exceptional communication and organization skills and meet objectives to assist in establishing the future direction of the Financial Services Section in a positive and practical approach.

QUALIFICATIONS

  • The successful candidate will have a minimum of eight years of related experience, with an undergraduate degree in a related discipline from a recognized post secondary institution
  • Completion of the Chartered Professional Accountant (CPA) designation.
  • An equivalent combination of experience and education may be considered.
  • A valid BC Driver’s license with a clean driving abstract within 30 days within the date of application
  • All applicants must obtain, and maintain, the required standards of police security clearance throughout employment with SPS.
  • This position is an exempt position. The salary range for this position is $130,501 - $153,530 (Pay Band M3). More senior candidates may be considered at a salary range of $142,797 - $167,997 (Pay Band M4) based on 2024 Rates.

Responsibilities
  • Prepare operating and capital budgets for approval, manage, monitor and control budget and report on projected annual budget.
  • Address complex accounting issues, draft memos to document analysis and decision-making and assist in the preparation of financial statements in accordance with PSAS.
  • Develop and maintain processes and procedures ensuring that financial statements and related documents are presented in accordance with statutory requirements, applicable standards, processes and procedures.
  • Facilitate audits and act as the main point of contact for the external audit teams. Manage audit deliverables in a timely and efficient manner.
  • Supervise professional and clerical staff throughout the completion of projects and daily issues including processing accounting transactions (i.e., accounts payable, accounts receivable, supplies, and material purchases including capital equipment items, staff expense claims, overtime claims, police officer kits and clothing orders, police officer training costs, and all related requirements for the operations).
  • Assist with the compilation and preparation of compliance reporting submissions.
  • Exercise professional judgement and apply attention to detail in the application of professional standards and relevant legislation.
  • Lead various projects and initiatives, including internal control review and improvements.
  • Manages and oversees preparation of financial reports and analyses for the Surrey Police Board (SPB). Participates in planning and recommending the financial direction and policies to the SPB in support of the Chief Constable and the rest of the executive team.
  • Leads the development of financial projections/estimates and long term plans based on thorough analyses of historical data and knowledge of current operations and planned initiatives.
