The Manager, Financial Reporting provides leadership and direction to ensure the production of financial statements and other financial information of the Workers Compensation Board’s (WCB) systems are in compliance with the relevant accounting standards International Financial Reporting Standards (IFRS). As well, this position manages the Financial Reporting department.
QUALIFICATIONS:
Chartered Professional Accountant (CPA)
Minimum five (5) years of senior accounting experience in the preparation of financial statements and interpreting and implementing IFRS including two (2) years experience managing direct reports preferably in a unionized environment.
Knowledge of management principles and techniques
Advanced proficiency in the use of a personal computer and software (Word and advanced Excel) in a Windows environment
Knowledge of accounting and report writing software, preferably Lawson as well as Human Resource Management Systems (HRMS) software.
Comprehensive knowledge of International Financial Reporting Standards (IFRS)
Well-developed planning and conceptual skills to manage projects
Strong research, analytical, problem solving, initiative and independent decision making skills
Ability to perform detailed, accurate work
Ability to communicate effectively both verbally and in writing
Ability to lead, manage and motivate staff and project teams
Ability to adapt to a changing environment and manage change effectively within the department
Ability to organize and prioritize work to within tight deadlines
Ability to work independently and in a team environment
Knowledge of WCB legislation, policy and procedures would be an asset
Knowledge of government acts and regulations affecting payroll would be an asset
Ability to communicate proficiently in both official languages (English & French) is an asset, but is not required

Responsible for managing and supporting the accounting, payroll and financial reporting functions of the WCB.
Provides management, leadership, direction, guidance and support to the Financial Reporting team including: hiring staff; conducting performance reviews and follow up, identifying training and development needs; coaching and motivating staff; and coordinating work activities and deciding on disciplinary action up to and including dismissal where necessary.
Oversees the production of monthly financial statements, including Balance Sheet, Statement of Funds, Statement of Operations, Statement of Cash Flows, Statement of Comprehensive Surplus, future cost schedules and forecasts.
Implements changes in IFRS to ensure compliance with existing, emerging and changing accounting policies and provides guidance on same to the Administration and the Board of Directors. Ensures the Workers Compensation Board of Manitoba’s (WCB’s) accounting policy manual is updated as required.
Liaises with the self insured employers on billing and accounting related matters.
Oversees administration of the general ledger, accounts payable and asset management software packages, including planning and testing of upgrades and enhancements. Provides support to users; maintains a close working relationship with the Information Technology Department.
Oversees all accounting functions, including the reconciliation of general ledger accounts, allocation of interest and pension surplus/deficits, recording of revenue and bank reconciliations. Ensures integrity between the various sub-systems and the general ledger.
Liaises with the Industry Based Safety Programs on budgeting and other financial matters.
Compiles information through research and contact with other WCBs in order to compare policies and accounting procedures at WCBs across Canada and provides guidance and recommendations on same to the Administration.
Manages the year end process including the production of the annual financial statement, notes, five year plan documents and compensation disclosure report for publication.
Co-ordinates and maintains the year-end working papers and acts as liaison with external auditors.
Provides training and support to Finance staff and other departments as required, on accounting, finance and bank related issues.
Participates on project teams to consider financial impacts when changes are implemented at the WCB.
Leads project teams for Finance initiatives.
Maintains active membership in relevant professional organizations; pursues professional and personal development through continuing education and training, literature reviews and maintaining relationships with experts in the field.
Performs other related duties as assigned.
