Job Summary: This role will be responsible for supporting PayPal’s business and engagement strategy in the EU to reflect the public policy priorities of PayPal. You will work with EU institutional and member state policymakers as well as other public policy stakeholders such as national governments, members of parliament, supervisory authorities, administrations, industry associations and academia to shape the policy environment, protect PayPal’s business and reputation and help PayPal grow its business in a fast- paced environment. The candidate will liaise closely with PayPal’s business units and other PayPal teams in the EU. Job Description: Essential Responsibilities: Identify and recommend best practices for government relations and regulatory compliance. Lead functional projects and programs related to government relations. Conduct analysis to understand business trends and their implications for government relations. Participate in advocacy efforts to influence public policies. Collaborate with stakeholders to ensure alignment with government relations strategies. Provide guidance on regulatory compliance and public policy issues. Expected Qualifications: 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience. Additional Responsibilities & Preferred Qualifications: The Manager, EU Government Relations aims at supporting PayPal’s business objectives through the development and implementation of Government Relations engagement for the European Union. The role holder will contribute to identifying the Government Relations priorities for PayPal in the EU and define state of the art public policy positions adapted to the regional agenda, leveraging Global GR analysis and recommendations where available and drafting their own material when needed. The role will develop a proactive engagement with the GR stakeholders that participate directly, or indirectly, to the shaping of Public Policy or are important for the growth of PayPal in the EU. The scope of the role is the EU, with a focus on jurisdictions and stakeholders which matter most to PayPal’s public policy agenda and PayPal business priorities. It includes but not limited to retail and digital payments, financial crime, digital, digital asset, trade, growth or inclusion public policy matters, as relevant. The role will be placed in Brussels, Belgium, and works closely with other GR professionals within PayPal’s GR department, especially colleagues in the region. The role reports to the Head of EU Government Relations. The main objectives of the role are: Identify emerging public policy risks, issues, and opportunities in the EU, analyze their business impact and draft offer remediations as appropriate; Take the lead on a portfolio of public policy issues, defining and developing PayPal’s position; Develop external engagement plans for the EU and manage their implementation, including the involvement of PayPal executives where relevant; Build relationships with key internal stakeholders to support their priorities and advise them early; Build a strong and dynamic network of external stakeholders in the EU and relevant European capitals; Contribute to the development of GR position papers, briefings, consultation responses and other publications representing PayPal’s public policy leadership in the EU; Represent PayPal at events, meetings with government officials and other external stakeholders in the EU (Brussels and relevant capitals); Participate in relevant trade associations’ work and appropriately nurture industry interactions to leverage appropriate collective resources for PayPal’s advocacy; Closely collaborate with other GR leaders to create synergies, amplify PayPal’s voice and ensure consistency on related policy issues; Subsidiary: PayPal Travel Percent: 5 PayPal does not charge candidates any fees for courses, applications, resume reviews, interviews, background checks, or onboarding.
